MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 10, 2005 <br />felt the Watershed was an asset to their community. Vermeesh suggested <br />that if Noel Drive is going to be reconstructed the 26 foot width be <br />retained. Vermeesh indicated that increasing the street width will increase <br />traffic speeds on the street. Vermeesh suggested that the City save the <br />money and not widen the street. Vermeesh questioned the public safety <br />concern that has been raised and asked how many accidents there have <br />been ou the street. Knudsen pointed out that there is no building on the lot <br />at this time. <br />,Knudsen stated that he supported waiving the financial security for the <br />landscaping as this type of landscaping is what the Watershed does. <br />Knudsen felt that water quality was important and the educational <br />~~rograms the Watershed is planning are important. He indicated, <br />however, that he would like to see discussions pursued for increasing the <br />setback. Knudsen felt that Glanzer has a point, but he was did not have a <br />number in mind for what the increased setback should be. <br />Rheaume again expressed concern about the Watershed outgrowing the <br />space and selling the property. <br />Duray felt the project would be an asset to the community, but felt that <br />efforts should be made to increase the setback Duray pointed out that the <br />Watershed laiows the concerns of the Commission and the neighborhood. <br />Dw~ay asked about waiving the security deposit. <br />The City Plamier noted that the Watershed will provide a maintenance <br />schedule for the plantings. I-Ie agreed that this type of planting is what the <br />Watershed does, and indicated that he was comfortable with waiving the <br />security del.~osit. <br />Mr. Barraclough recommended approval of the property division and lot <br />combination as requested. <br />Motion seconded by Duray <br />Motia~ carried 7 -- 0. <br />Mr. Duray recommended approval of the Conditional Use Permit to allow <br />a regional government building in the Public Zoning District as requested <br />by the Watershed District subject to compliance with the <br />recoimmendations of the City Planner as outlined in his report dated <br />February 8, 2005 waiving the requirement of financial security for <br />landscape maintenance, and further requiring that due to safety concerns <br />the Watershed increase the 20 foot side yard setback along Noel Drive to a <br />~- <br />
