MINUTP:S <br />PLANNING COMMISSION <br />FEBRUARY 10, 2005 <br />reasonable amount, working with the City Planner to determine what a <br />reasonable setback would be. <br />Motion seconded by Wojcik. <br />Motion carried 7 - 0. <br />CONDITIONA'.L Ahmed Alriffi appeared before the Commission requesting a Conditional <br />USE PERMIT- Use Permit for abilliard/amusement hall as a commercial recreation use <br />2900 RICP in the PULll District, including a 4 a.ui. closing time. The property in <br />STRI';ET- question is the Coliseum I3illiard Hall at 2900 Rice Street. <br />AHMLD <br />ALRIFh'I Mike Melloy reported that he has owned Coliseum Billiards for the past <br />five years and he is selling his business to Ahmed Alriffi and his father. <br />Knudsen pointed out that the City has always had a comfort level with Mr. <br />Melloy given his law enforcement background. Knudsen asked Mr. <br />Ah'iffi how he would handle secw ity at the billiard hall maintaining its <br />current atmosphere. <br />Alriffi indicated that Mr. Melloy has always done a goodjob in keeping <br />bad elements out of the billiard hall, and he would intend to do the same. <br />Alriffi indicated that he would not hesitate to call the police if the need <br />arose. He also noted that the billiard hall wilt have a security alarm <br />system. <br />Knudsen asked if staffing will remain the same. <br />Melloy reported that his is a family business, and Mr. Ah~iffi will have a <br />family business. Therefore, staffing will change over. Melloy indicated <br />that he has been working with Mr. Ah~iffi for the past two months to <br />familiarize him with the business. 13e also indicated that one of Mr. <br />Ah'iffi's friends manages one of the busiest billiard halls in the Twin <br />Cities, and he would provide management assistance to Mr. Ah~iffi. <br />Knudsen asked about the liquor license that the billiard hall has. Melloy <br />reported that he obtained the license in September of 2004 and quit selling <br />beer in December of 2004. IIe found that beer sales were not worth the <br />effort. Melloy indicated that Mr. Alriffi has no interest in a liquor license. <br />Melloy indicated that currently his CUP allows a 4 a.m. closing time. <br />Melloy indicated that the posted hours at the billiard hall are 11 a.m. until <br />2 a.m., however. The practice is to lock the doors at 2 a.m., but allow the <br />customers who are there to remain on the premises. Periodically if a <br />9- <br />
