MINUTES <br />PLANNING COMMISSION <br />MAY ].2, 2005 <br />THE I-P moratorium in place on outdoor storage in the I-P District pending <br />DISTRICT the study of this issue. <br />Tony Gleekel, attorney representing Hillcrest Development, appeared <br />before the Commission relative to Hillcrest's site at 3250 Spruce Street. <br />Gleekel reported that McGough Construction is interested in the purchase <br />of this site, and the moratorium that is in place is impacting the potential <br />sale and use of the site by McGough Construction. Gleekel indicated that <br />it was his understanding that the moratorium arises from the way the Orius <br />Corporation has utilized the site. Gleekel noted that Orius leases the <br />property from Hillcrest Development, and indicated that had Hillcrest <br />been made aware of the issues, it would have resolved them as the owner <br />of the property. <br />Mark Brill, McGough Construction, reported that they have made an offer <br />to purchase 3250 Spruce Street from Hillcrest Development as well as the <br />two vacant lots in front of the building site. Brill indicated that McGough <br />would be relocating their two Roseville sites to Chis property. These sites <br />consist of both office and warehouse uses as well as outdoor storage. Brill <br />pointed out that a Conditional Use Permit would be necessary so that <br />McGough could have outdoor storage on the Spruce Street property. He <br />indicated that much of McGough's equipment could be stored inside the <br />building, but they would also need the existing outdoor storage area as <br />well. Brill showed pictures of the existing outdoor storage area as utilized <br />by Orius, and also presented diagrams for fencing and screening <br />improvements Chat McGough would make to this area. Brill indicated that <br />the current fencing is 8-feet high. McGough would be open to increasing <br />the fence height if the City so desired. <br />The Planner noted that the fence proposed by McGough would be similar <br />to the one at Tom's Auto. <br />Brill reported that McGough had filled out an application for a CUP for <br />outdoor storage at the 3250 Spruce Street site, but the application was <br />rejected because of the moratorium on outdoor storage in the I-P District. <br />Brill reported that in order for McGough to purchase this property, it is <br />critical Chat outdoor storage be allowed. Brill indicated that Hillcrest <br />Development is not willing to wait indefinitely for an answer on the <br />outdoor storage issue. If the CiCy could resolve the issue during the month <br />of May, McGough could then reapply for the June planning cycle. Brill <br />reported that McGough has owned a site in Little Canada for the past 30 <br />years in which they have outdoor storage. This site is located in the Rice <br />Street/Woodlyn Avenue area. Brill indicated that the Spruce Street site <br />would replace McGough's two Roseville sites and not Che existing Little <br />Canada site. <br />-6- <br />
