MINUTES <br />PLANNING COMMISSION <br />MAY 12, 2005 <br />The City Planner asked what type of materials McGough would store <br />outdoors at the Spruce Street site. Brill replied that McGough would store <br />such items as flatbed trailers, scaffolding, portable generators, air <br />compressors, small cement mixers, etc. <br />Duray noted that Orius has storage outside the fenced area. The Planner <br />indicated that all items ouCSide Che fenced area are in violation of the CUP. <br />Duray reported Chat he visited the Orius site today and measured the fence, <br />which he determined to be 8 feet high. Brill indicated that McGough <br />would be willing to construct a higher fence, but noted that anything <br />higher than 8 feet would have Co be engineered for wind loads, etc. <br />The City Planner noted that the McGough CUP request is not on the <br />agenda, and McGough has been informed that a CUP application would <br />not be entertained until the moratorium is lifted. The task for Che <br />Commission this evening is to consider whether or not any changes are <br />necessary to the Code relative to outdoor storage in the I-P District. <br />Brill indicated that his request this evening would be for the Commission <br />to act on the outdoor storage issue and pass it on Co the Council so Chat the <br />moratorium could be lifted. Brill indicated that they are hoping to be able <br />to make application for the June planning cycle. Brill again indicated the <br />fencing improvements that would be made to the 3250 Spruce Street site <br />as well as Che addition of landscaping outside the fenced area. <br />The City Planner indicated thaC the purpose of his May 12`h report is to <br />highlight discussion points relative to open and outdoor storage in the I-P <br />District. He noted that Bri11 raises one additional discussion point, which <br />is the definition of screening. <br />Tony Gleekel indicated Chat Hillcrest Development wants to do a deal with <br />McGough Construction. However, the moratorium could last several <br />months preventing this deal. He also noted that the way the property is <br />marketed will depend on what the City does with the outdoor storage <br />issue. Gleekel indicated that outdoor storage is a typical use in industrial <br />zoning districts. Gleekel noted that the City has concerns with Che Chree- <br />year old CUP with Orius given the unsightly condition of the property. <br />Gleekel felt that the outdoor storage problem was more of an enforcement <br />issue. <br />Gleekel noted that Che Conditional Use Permit runs with the land, and <br />there is some debate whether a new occupant of the property would be <br />able to comply with the conditions of the Orius CUP. Gleekel felt that <br />another telecommunications company would be able to comply with the <br />CUP granted to Orius. Gleekel also felt that McGough Construction <br />might be a preferred user than another telecommunications company and <br />-7- <br />
