MINUTES <br />PLANNING COMMISSION <br />JUNE 9, 2005 <br />The City Planner stated that decreasing the number of mobile homes does <br />lessen the non-conformity. The Planner also indicated that getting outdoor <br />storage inside is a benefit to both the residents and the City. The Planner <br />reviewed the proposed ordinance amendment which would allow <br />accessory buildings in non-conforming mobile home parks by CUP, <br />specifically the individual conditions that would have to be met. The <br />Planner noted that condition "c." would require the storage building be <br />constructed of materials consistenC with residential construction and <br />architecture. Therefore, the metal construction proposed would not be <br />allowed. <br />Knudsen pointed out that a metal building is more consistent with the <br />environment that it would be in. The Planner noted that provision "d." <br />requires that the building would have to be remodeled to be consistent <br />with the underlying zoning if the mobile home park use is discontinued <br />and the storage building is retained. <br />Graczyk reported that there are no plans to discontinue the mobile home <br />park use. <br />Knudsen asked if provision "c." meant that the building construction <br />would have to consist of a full foundation footing, lap siding, and asphalt <br />roof shingles. The Planner replied that that was correct. <br />Graczyk described the building in detail, noting it would be 20 feet deep <br />by 100 feet long, would have 10 individual storage units. The building <br />will have metal siding and roofing with the metal being ribbed. The roof <br />would be green in color and the siding two-toned neutral colors. The <br />foundation would be a concrete, floating slab. <br />Knudsen asked about the durability of the structure. Frank Graczyk <br />indicated that the Lester Buildings are very durable and last longer Chan a <br />residential wood/fiber board structure. He noted Chat the building would <br />have a wind load of 90 mph and the roof would have a weight load of 35 <br />pounds. Graczyk indicated that the building would be stronger than the <br />typical mobile homes. Randy Graczyk noted that there is already a metal <br />storage building in the park which was built in 1984 and is in good <br />condition. He noted that the newer buildings are even more durable. <br />Frank Graczyk indicated that there would be outside security lighting for <br />the building, but no power into the storage building itself. As a result, the <br />storage units could not be used for any business purposes. <br />Duray indicated he has been a neighbor to Terrace Heights Mobile Home <br />Park for the past 30 years and feel they are very good operators.
