MINUTES <br />PLANNING COMMISSION <br />JUNE 9, 2005 <br />proposed were adequate even though in a couple of instances they did not <br />meet the minimums. <br />Wojcik recommended approval of the Final Plats for "Villas at Little <br />Canada Second" and "Villas at Little Canada Third" as presented by <br />Sherman & Associates. <br />Motion seconded by Duray. <br />Motion carried 6 - 0. <br />AMENDMENT Randy Graczyk, Terrace Heights Mobile Home Park, appeared before <br />TO THE the Commission relative to their application to construct a 10-unit metal <br />ZONING garage/storage building on their property. <br />CODE, <br />CUP, The City Planner pointed out that there are two issues before the <br />VARIANCE, Commission. The first is a proposed Amendment to the Zoning Code <br />ARCHITEC- that would allow storage buildings as an accessory use in a non- <br />TURAL conforming mobile home park by Conditional Use Permit. The next <br />REVIEW - issue is the Graczyk's request for the storage building itself. <br />2442 RICE <br />STREET - Graczyk reported that their proposal is to replace three mobile homes <br />TERRACE with a 10-unit metal garage/storage building. This garage would <br />HEIGHTS be available for rent by tenants of the mobile home park only. Graczyk <br />MOBILE indicated that he has reviewed the City Planner's report and cannot <br />HOME PARK claim that a hardship exists under the Code's definition that would warrant <br /> the metal building. Graczyk noted, however, that the garage will replace <br /> three of the older mobile homes in the park, it will be a maintenance-free <br /> building, constructed of similar materials as the mobile homes in Che park, <br /> and is less expensive to construct than aresidential-style garage. He noted <br /> the location of the proposed garage at the back of the park near the <br /> adjacent soccer fields. <br />Knudsen felt that it was a positive to get things stored indoors thaC ar•e now <br />being stored outdoors. Knudsen asked if the vehicles being stored near the <br />soccer fields would all go in this building. Graczyk noted that there are <br />about 20 vehicles stored in that area, and the proposed garage would have <br />10 units. Graczyk indicated that he has a waiting list of about 25 residents <br />that are interested in renting garage space. <br />Knudsen felt that the proposal improved anon-conforming use, and asked <br />if the non-conformity was lessened, if the metal building could be <br />approved. <br />-2- <br />
