MINUTES <br />PLANNING COMMISSION <br />JUNE 9, 2005 <br />Barraclough asked if the building would be all at one level. Graczyk <br />indicated that there are some elevation changes where the building is <br />proposed that would require about an 18 inch drop in the slab. However, <br />the metal sides would be extended so that the roof line is level. Graczyk <br />indicated that he was not opposed to having two separate 5-unit garages if <br />that were preferable. <br />Knudsen asked how the City can ensure that this building conforms to the <br />highest level of construction within the mobile home park. Knudsen <br />stated that while he did not feel the garage needed to exceed the standards <br />that exist in the park, he did not think it should conform to the lowest level <br />of construction within the park. <br />The City Planner asked if the Commission was comfortable with the <br />foundation being a poured slab. <br />Knudsen pointed out that the mobile home park is anon-conforming use, <br />and at some point the park will be redeveloped. Knudsen stated that he <br />would like Co move a little forward on the building materials from what is <br />being proposed, but not require full residential-type construction pointing <br />out the environment that the garage will exist in. <br />The Planner suggested that if a slab foundation is acceptable, some <br />exterior improvements that could be made would be lap vinyl or steel <br />siding, as well as wainscoting of a pseudo brick or stone on the lower <br />portion of the garage along the three sides that do not have overhead <br />doors. The Planner suggested improvements that enhance the exterior <br />appearance of the building would be a good compromise and would not <br />price the building out. <br />Frank Graczyk noted that the back of the garage would abut mobile homes <br />and would not be visible from the street; therefore, suggested no need for <br />wainscoting on the back of the building. The Planner disagreed noting the <br />improved appearance for the residents of the adjacent mobile homes. <br />Rheaume also suggested some landscaping around the building. <br />Barraclough recommended approval of the Amendment to the Zoning <br />Code to provide for storage buildings as accessory uses in non-conforming <br />mobile home parks by Conditional Use Permit subject to the rewording of <br />condition "c." eliminating the requirement for residential construction and <br />architecture as discussed. <br />Motion seconded by Duray. <br />-5- <br />
