Rust <br />reported that in addition Co the expansion, Che existing interior space will <br />be remodeled. <br />Rust reviewed the site plan for the property noting thaC the building <br />addition is planned on the northeast side of the building. He described the <br />current parking as unpaved and noted that there is an access to a strip of <br />garages for the adjacent apartment building through this parking lot. The <br />garages are somewhere between 100 and 200 feet from the shared <br />property line. <br />Rheaume noted the Planner's recommendation for paving and curbing the <br />parking lot. Rheaume noted that the adjacent apartment garage area would <br />not be curbed. <br />The City Planner reported that the current Code requires parking areas to <br />be paved and curbed. He indicated that at some point improvements will <br />be requested on the adjacent apartment property. At that time, the City <br />will require the access areas to be paved and curbed. <br />Duray felt that Che curbing will improve the aesthetics of the area. Duray <br />asked if the building expansion would be at the same level as Che existing <br />building. Rust replied that that is correct. <br />Knudsen asked about the siding on the existing building. Rust reported <br />that some of the siding is deteriorated, and he is recommending that a <br />horizontal-type siding be used on the entire building. This has not yet <br />been approved by the client. <br />Rheaume asked if there would be extensive grading done of this site. Rust <br />replied that they will work with Che existing grades. <br />Knudsen asked the Planner to comment on the need for the rezoning. The <br />Planner indicated that the currenC office use is legally non-conforming <br />under the R-3 zoning of this property. The use is grandfathered in and can <br />continue as is. However, any expansion of the use is not allowed under <br />the R-3 zoning. The Planner indicated that in order to expand, the <br />property needs to be properly zoned. In looking at the use and the <br />residential nature of the surrounding area, it was felt Chat aResidential- <br />Business use was the most reasonable. The Planner noted that his report <br />outlines findings that can be used relative to the rezoning of this property. <br />The Planner indicated that the City has a lot of discretion in rezoning, and <br />indicated that the Indian Land Tenure FoundaCion use of this property is <br />compatible with the Comprehensive Plan. <br />-3- <br />
