MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 8, 2005 <br />Knudsen agreed and indicated that his feeling was that an electronic reader <br />board was an upgrade from the hand-changed message board and had a <br />more professional appearance. However, he did not want to open the issue <br />up too far. Knudsen again pointed out that there is currently a scrolling <br />sign in a window at one of the Rice Street businesses. <br />Wethern indicated that they are acommunity-oriented businesses and <br />would advertise community events on their electronic message board. <br />Wethern asked if they could have an extension on their banner while Chis <br />issue is under further study. Knudsen indicated that Wethern would have <br />to take thaC issue up with City staff. <br />The Commission felt that other than the electronic reader board, the rest of <br />the application was acceptable. <br />Duray suggested the need for additional handicapped parking. The <br />Planner indicated that the Building Official would look at that issue. <br />Knudsen recommended approval of the PUD Permit to allow a sign <br />fabricating/manufacturing company, approval of the Comprehensive Sign <br />Plan as submitted except for the pylon sign with electronic reader board <br />which is tabled until the October Planning Commission meeting, and <br />approval of Architectural Review for AE Sign Systems at 2768 Rice Street <br />subjecC to compliance with the recommendations of the City Planner and <br />instructing the Code EnforcemenC Officer to survey the surrounding cities <br />to determine how they handle the issue of electronic reader boards. <br />Motion seconded by Duray. <br />Motion carried 5 - 0. <br />CUP & Richard Reeves, Maaco Auto Painting, appeared before the Commission <br />ARCHITECTURAL requesting a Conditional Use Permit to allow accessory retail sales of <br />REVIEW - used vehicles (indoor) as well as Architectural Review for facade <br />32A5 COUNTRY improvements he is planning for the front of his building. Reeves <br />DRIVE - described the proposed facade improvements which include the <br />MAACO AUTO installation of EIFS panels on the front of the building to hide roof-top <br />PAINTING mechanicals and update the look of the building as well as install new <br />windows and paint the building. <br />The City Planner indicated that EIFS panels are acceptable under the <br />City's architectural guidelines. He noted, however, that this property is <br />zoned I-P District, therefore, is not subject to architectural review. The <br />Planner indicated that the property owner needs only to apply for a <br />building permit for the planned exterior improvements. <br />-7- <br />
