MINUTES <br />PLANNING COMN <br />OCTOBER 13, 2005 <br />Wethern felt that the enforcement issue raised by the Code Enforcement <br />Officer was not a valid one, and indicated that if a business is in violation, <br />than a ticket should be issued. <br />Rheaume asked if Wethern would have a message that crystallized or <br />exploded onto the screen. Wethern replied that he would not, he was <br />looking for a static message. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Duray noted that the City's current ordinance allows for message board to <br />be changed once every 24 hours. The City Planner replied that that was <br />correct. Knudsen indicated that if the City allows for Cime and <br />temperature to be changed, he did not feel that changing a message on Che <br />same basis would create a traffic safety problem. Knudsen agreed that the <br />message should not be flashing or scrolling. He suggested Chat electronic <br />message boards should be allowed to display time, temperature, and a <br />message on a rotating basis, changing at 3 second intervals. <br />Socha asked how many varying messages Wethern was looking for. <br />Wethern replied that he sells a lot of different products and he is hoping <br />that advertising these products on the electronic message board would <br />attract walk-in customers. <br />Rheaume stated that he agreed with Knudsen that an electronic message <br />board should be allowed that changes from time, temp, and message at 3 <br />second intervals. Rheaume encouraged AE Sign Systems to advertise <br />community events in addition to their products. Wethern stated that it <br />would be his intention to advertise community events. Wethern again <br />asked if he could advertise more messages than an even division between <br />time, temp, and message. <br />Knudsen felt the time and temp displays was serving a public interest and <br />would result in more people looking at the sign. Knudsen stated that his <br />position is for a rotation between time, temp, and a message at three <br />second intervals. Rheaume agreed. <br />Knudsen asked about the impact of several signs along Rice Street with <br />electronic message boards. It was felt, however, that given the $20,000 to <br />$30,000 cost of the sign it would be unlikely that there would be many <br />installed. The City Planner noted that Vadnais Heights does not allow <br />signs with electronic message boards to be closer than 1,000 feet from one <br />another. <br />-3- <br />
