MINUTES <br />PLANNING COMMISSION <br />OCTOBER 13, 2005 <br />Duray suggested a conditional or interim use permit to regulate these <br />signs. <br />The City Planner felt that given the investmenC in the sign, an interim use <br />permit would not be practical. He noted that given the investment in the <br />sign, architectural review would be required. The Planner also felt a CUP <br />requirement was also an option since it would give the City Che ability to <br />revoke the CUP if the sign was not operated properly. The Planner also <br />noted that in regulating signs, the City has to be careful Chat it is <br />considering aesthetics, materials, and location, and not sign content. <br />Mr. Knudsen recommended that the Zoning Code be amended to allow for <br />electronic message board displays under Che following conditions: <br />o Electronic message boards by Conditional Use Permit; <br />o Electronic message boards to include time, temperature, <br />and message rotation at three second intervals; <br />o Electronic message boards can be no closer than 1,000 feet <br />apart; <br />and further recommended that the Comprehensive Sign Plan for AE Sign <br />Systems at 2768 Rice Street be approved allowing for a pylon sign with an <br />electronic message board under the conditions as outlined above. <br />Motion seconded by Rheaume. <br />Motion carried 5 - 0. <br />REZONING - Knudsen noted that City staff is recommending the rezoning of Gervais <br />GERVAIS Mill Pa~~k and Nadeau Park from Single-Family Residential (R-1) to <br />MILL PARK Public (P). The Parks & Recreation Commission has recommended <br />AND approval of Che rezoning. <br />NADEAU <br />PARK The City Planner reported that this is a housekeeping matter ChaC will <br /> update the City's Zoning Map to reflect the actual use of these properties <br /> as parks. He indicated that the parks existed prior to the creation of the <br /> City's Public (P) Zoning District. The Planner pointed out that the <br /> properties will continue to be used as parks; this action will reflect the <br /> actual property use on the Zoning Map. <br />Bob Bruski, Noel Drive, wanted to ensure that the Gervais Mill Property <br />will continue to be used as a park. The City Planner replied that that is <br />correct. The rezoning will merely reflect the actual use of the property. <br />Sandy Wahlberg, Jackson Street, pointed out that there are two landlocked <br />lots adjacent to Nadeau Park that are not included in the rezoning <br />proposal. Wahlberg questioned the reason for this. <br />-4- <br />
