MINUTES OF THE SPECIAL MEETING <br />PLANNING COMMISSION <br />LITTLE CANADA, MINNESOTA <br />NOVEMBER 3, 2005 <br />Pursuant to due call and notice thereof a special meeting of the Planning <br />Commission of Little Canada, Minnesota was held on the 3rd day of <br />November, 2005 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Chair Dan Knudsen called the meeting to order at 6:30 p.m. and the <br />following members of the Planning Commission were present at roll call: <br />PLANNING COMMISSION: Mr. Dan Knudsen <br />Mr. Scott Barraclough <br />Mr. Tom Duray <br />Mr. Jon Hall <br />Mr. Gary Rheaume <br />Ms. Katie Socha <br />Mr. Tom Wojcik <br />ALSO PRESENT: Mr. Steve Grittman, City Planner <br />Ms. Kathy Glanzer, City Clerk <br />CUP FOR The City Planner reported that Mr. David Whitman has applied for a <br />SPECIAL Conditional Use Permit for a special purpose fence 8 feet in height <br />PURPOSE to provide adequate patio screening from neighboring properties. The <br />FENCE - property in question is 353 Rose Lane. The Planner reported that the <br />353 ROSE Code allows fences in the rear of a property up to 6'/z feet in heighC <br />LANE - as a permitted use. The fact thaC Mr. Whitman is requesting an 8 foot tall <br />DAVID fence triggers the requirement for a CUP. <br />WHITMAN <br /> The Planner described the proposed fencing plan submitted by Mr. <br /> Whitman. He noted that the proposal includes a 4 foot high fence along <br /> the western property line from the 30 foot setback line to the front of the <br /> house. At that point the fence changes to 6 i/z feet in height alongside the <br /> house. The fence then jogs in slightly and changes to 8 feet in height <br /> alongside the patio and spa area. The Planner noted that Whitman is <br /> requesting the additional heighC for privacy and screening of the patio and <br /> spa area. The 8 foot portion of the fence is set in a minimum of 7 lh feet <br /> from the western property line, which the Planner noted is the minimum <br /> side yard setback for a structure. Fences, however, are allowed to be <br /> constructed up to the property line. <br />Again, the Planner noted thaC the only portion of the fence under <br />consideration this evening is the section that is 8 feet in height.
