AS REQDESTED I3YTHE CITY <br />E'NC,7NEER <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5) Blesener, Allan, Montour, Keis, LaValle. <br />;Nays (o). Resolution declared adopted. <br />SALE OT Mr. Greg Solar, attorney representing the owners of Montreal Courts, <br />MONTREAL appeared before the Council and reported that the apartment complex <br />COURTS is being sold to their management company, Goldmark Properties. Solar <br />reported that as part of the sale, they are requesting issuance of a <br />Certificate of Occupancy for the complex as well as the City's support of <br />the transfer oftax-exempt financing to the new ownership. <br />The City Administrator reported that there has been ongoing concerns <br />with secm~ity at the complex and a high number of police calls. The <br />Sheriff s Department is sU'ougly recommending on-site security in terms <br />of an off-duty deputy on the weekends from 6 p.m. through 2 a.m., Fridays <br />and Saturdays. There has been au issue with worker's compensation, but <br />the Administrator believed that issue could be resolved through the City's <br />hiring of the officer and charging the cost back to the complex. The <br />Administrator noted that the aced is obvious in the number of calls per <br />service which are tying up resow~ces that could be used in other parts of <br />the City. The Administrator felt that the City had an obligation to its <br />taxpayers to resolve this situation. The Administrator further noted that <br />members of the Council and staff have been meeting with Montreal Courts <br />since last May or June, and while some progress has been made, the <br />security issue has not been resolved. <br />The Administrator repotted that Montreal Courts is asking for two actions. <br />The first is approval of a Consent to Sale. This relates to the tax exempt <br />hood issue that the City assisted with. "The second is issuance of a <br />Certificate of Occupancy. The ,Fire Marshal and Building Lispector have <br />reviewed Che property and ordered corrections. Those corrections have <br />been made, and the inspectors are ready to issue the CO. The City <br />Administrator recommended, however, that the Council make any <br />approvals contingent upon security issue being resolved. The <br />Administrator reported that Goldmark has indicated that the estimated <br />$45,000 cost for the security the Ramsey County SheriiT is recommending <br />is too high.
