MINUTES <br />CITY COUNCIL <br />JANUARY 31, 2005 <br />The City Administrator suggested that at a future date a design meeting be <br />held with interested property owners on the issue of rainwater gardens. <br />There were no other comments from the general public present. <br />Upon motion by Allan, seconded by Keis, the public hearing was closed. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RF,SOI, UTION NO. 20/l i-7-32 -ORDERING THE IMPROVEMENT <br />OF CARL A LANE AS PROPOSED 13P THE CITI' ENGINEER AND <br />AUTHORIZING TK>; CITI' ENGINEER TO PREPARE PLANS AND <br />.SPECIP'IC'ATION.S <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (4) Keis, Allan, Montour, I3lesener. <br />Nays (0). Resolution declared adopted. <br />IMPROVEMENT Mayor Blesener opened the public hearing to consider the improvement <br />FEARING - of Noel Drive from Little Canada Road to LaBore Road by street <br />NOEL D:RTVE reconstruction including concrete curb and gutter and drainage <br />enhancements. <br />The City Engineer reviewed the project history for the Noel Drive project, <br />including information on the poor pavement condition, current pavement <br />width is at 26 feet and the road has some bituminous curb. Watermaiu and <br />sanitary sewer exist for the entire length of the street, and storm sewer <br />occurs at the Gervais Creel< crossing. <br />The Engineer then reviewed the proposed improvements which include <br />I'eCOnstrUCti017 Of the Stt'eet t0 a 3~ f00t urban SBCt1011 Wlth ConC1'ete <br />surmountable curbing and gutter as well as driveway aprons. The <br />Engineer noted that concrete barrier curbing is proposed at the curves in <br />the street to better handle run-off. The Engineer indicated that there is not <br />enough right-of=way to provide for treatment ponding the entire length of <br />the project; therefore, a small pond is proposed on the harm Avenue right- <br />of-way and rainwater gardens along the rest of the street. <br />The Engineer explained the City's assessment policy including the <br />commercial rate of $108.15 per front foot maximum and residential rate of <br />$53.05 per front foot maximum. The Engineer noted that given the <br />varying lot sizes and frontages, a per lot assessment is being proposed for <br />the residential properties of $5,518.82. <br />8 <br />
