MINUTT'rS
CITY COUNCIL
JANUARY 31, 2005
that if homeowners band together and hire a contractor, they should be
able to realize a cost savings for this work. Cost of connection to the
house could be in the neighborhood of $3,500 but the actual cost for each
residence is depending upon the specific conditions for that property. The
Engineer also noted that property owners will be asked to stake their well
locations since it would be advisable to run the water service in this same
vicinity.
Mark Weavers noted that the sanitary sewer only has about 3 feet of cover
in some areas. Weavers was concerned that if the road is lowered, there
would be the potential for the sewer freezing. The City Engineer indicated
that if the road design impacts the cover over the sewer, it would be
insulated. It was suggested that the rain gardens not be put over sewer
services so as not to impact the cover over these services.
One resident asked about having driveways redone when the driveway
aprons are being installed. The City Engineer indicated that he did not
believe the contractor would have the equipment to do a small job such as
driveway replacement. However, that would be between the property
owner and the contractor and at the property owners cost. Driveway
aprons are typically four feet wide measured from the edge of the street
and running toward the property.
Dr. Skipsted asked how the project would impact the drainage of his
driveway. The Engineer indicated that the Skipsted driveway will still
continue to drain to the street. Skipsted was concerned about his sanitary
sewer service. The Engineer indicated that elevations will not change in
this area; as a result, there should be no impact.
One resident noted that the pavement is not centered in the right-of--way
and asked if that will be changed as a result of the new project. The
Engineer stated that he is proposing the pavement location remain as is
given there would be less impact to abutting properties.
A resident asked about fine hydrant locations- The Engineer explained
these. Another resident asked if Xcel's underground service would be
updated. The Engineer replied that Xcel will look at their system and
make whatever upgrades they feel necessary. The Administrator indicated
that the City will encourage Xcel to update the lines as needed.
Skipsted asked about street lighting. The City Administrator stated that
the City would review its street lighting policy to determine if additional
lights are needed.
One resident asked that on street parking be allowed on one side of the
street- Other property owners agreed.
7
