MINUT);S <br />CITY COUNCIL <br />T3/BRUARY 23, 2005 <br />Sherman felt there was space for a small restaurant on the first floor of the <br />main office building as well as four to five small users on either side of the <br />building. Again, the second floor would be occupied by medical or realtor <br />uses. Sherman stated that he Knows there is the demand for some type of <br />coffee shop and auto service for the area. Sherman indicated that Chey <br />have said no to the auto service shop, but felt that an auto parts store <br />would work for the area as long as the building met the City's <br />architectural guidelines. <br />Allan noted the existence of a couple of other auto parts stores along 'Rice <br />Street She pointed out that these types of businesses tend to display a lot <br />of signage in their windows. Keis suggested that the looks of the building <br />will soften the impact of the type of business that is within the building. <br />LaValle felC it was great for the City to have a vision for the area, but <br />pointed out that die reality has to be considered. LaValle noted that White <br />Bear Lal<e is an established community, and suggested that there would <br />not be enough volume in the Rice Street/Little Canada Road area to <br />support what is happening in White Bear. <br />LaValle asked if the increased clean-up costs will impact the quality of the <br />building on the northeast corner. Shenman indicated that the project will <br />cost him more, brit the quality will not change. <br />Blesener noted the vacant retail space at The Lodge and asked if <br />constructing The Village will adversely impact the ability to rent that <br />space. Sherman thought that it could, but felt that cleaning up the <br />northeast corner will improve the appearance of the area and will help <br />with rentals. Sherman pointed out a building that combines rental housing <br />and retail space is challenging. Sherman noted that the south end of The <br />Lodge was designed for a restaurant use, and he is currently working with <br />a user that he would hope to have in that space by August. <br />Doug Condon, Richmond Development and 'Larson Contracting, presented <br />a diagram showing a^ Advance Auto'Parl<s store and a Starbucks Coffee <br />Shop on the northern parcels adjacent to the tvtarl<et Place Shopping <br />Center. He noted that the redevelopment plan for these two parcels calls <br />fora. total of 14,000 to 15,000 square feet. The proposed auto parts store <br />would be approximately 7,000 square feet and the coft'ee shop 1,500 <br />square feet. <br />Duray indicated that there is a specialty auto parts store further south on <br />Rice Street, and he asked if the traff c to such a store would be conducive <br />to an area populated by so much senior housing. Condon felt it would be <br />no different than other retail h'affic. <br />4 <br />
