MINUTES <br />CITY COUNCIL <br />rEBRUARY 23, 2005 <br />Sherman again noted the interest being expressed in auto service uses for <br />this area. He indicated that he did not want any auto service use that <br />would require garage doors. Sherman indicated that in constructing a <br />building for the auto parts store, all architectural guidelines would be <br />complied with. Sherman also noted that they are interested in attracting <br />viable businesses to the area. <br />Rheaume suggested that the co{'fee shop would be better located on the <br />Rice Street frontage with the auto parts store further east. Rheaume stated <br />that he had no concern with the concept provided that the two use <br />locations were reversed. <br />Allan felt that this ~n~as a prime location and indicated that there was likely <br />a higher and better use than an auto parts store. Rheaume felt that <br />provided the coffee shop fronted on Rice Street and the architectural <br />guidelines were met, it did not matter what the business was inside the <br />building. <br />Barraclough suggested that it would be better having a restaurant in that <br />location than an auto parts store, but noted that the long term success for <br />the auto parts store was probably better. Barraclough stated that he had no <br />problem with au auto parts store provided that the architectural guidelines <br />are met. <br />I3lesener asked if 60 parking spaces were necessary. 'T'he City Planner <br />replied that that many spaces were not needed and felt that the concept <br />proposed was an underutilization of the site. <br />Blesener asked if the store did auto parts deliveries. Condon replied that <br />they did not. <br />"the City Administrator pointed our that the Development Agreement calls <br />for approximately 15,600 square feet of space for these two parcels. <br />Sherman suggested that the value would be adequate to support the TIP <br />guarantees. <br />The Adminish'ator felt that the site could be better utilieed than what is <br />shown on the concept plan. I-le suggested locating the coffee shop on the <br />Little Canada Road pad. Shenman noted that they have not gotten <br />approval for a curb cut on Little Canada Road for that building pad. <br />The City Administrator noted that the restaurant pad proposed on Little <br />Canada ]toad will be too small to support the required parking. He again <br />noted that Che concept presented this evening for the auto parts store and <br />coffee shop is an underutilization of the north parcels. <br />5 <br />
