mINUTrJs CITY COUNCIL FEBRUARY 23, 2005 The Administrator reported that one of the parties interested in the property would be storing large storage containers. The Council agreed that the matter should be referred to the Planning Commission for a recommendation. NON- Blesener indicated that given previous discussion relative to the 12ECREA170NAL Precision "free wood burning stove, he asked if the Council wanted to WOOD consider the regulation of non-recreational wood burning stoves in the BURNING City. He noted that as part of the Precision Tree discussion, it was STOVES reported that there is another stove that exists in the City. There have been no complaints relative to this second stove- Allan pointed out that in discussion the issue with the EPA, they noted that outdoor non-recreational wood burning stoves do not typically exist in metro residential areas. The City Administrator noted that these stoves are usually in rural areas where there is a more ready source of wood. The Administrator thought that, as a result, metro cities have not done much to address these stoves. 'fhe Adminish~ator indicated that staff could do a survey of metro cities to try and gather some information. It may be that cities repuire increased setback or screening of these stoves. Once the information is gathered, it will be reported to the Council. PARKING 131esener noted the information provided by the City Administrator RGSTRIC'I'IONS relative to parking restrictions on City streets due to their designation as on-sheet pedestrian paths. Blesener felt that there were a couple of streets that were overly restricted, noting that it may not be necessary to post both. sides of McMenemy Road and Viking Drive as no parking- Blesener felt that being overly restrictive deprives some property owners of rights that others have. Allan felt the number of people using the on-street paths on McMenemy Road was limited. She also noted that is very difficult for property owners to accommodate unannounced visitors where there is no sufficient time to obtain a parf<ing permit from the City. The City Administrator pointed out that fit addition to the posting of streets with on-sheet paths, there are parking reshictions of varying degrees on other City streets. Blesener noted that there are sane very busy sheets as well as streets that will be used as alternative routes during Unweave the Weave that will need to remain posted as no parking. 14
