MINUTES <br />CITY COUNCIL <br />FEBRUARI' 23, 2005 <br />OUTDOOR The City Planner reported that he has received a number of calls about <br />STORAGE the purchase of the Orius proper Cy on Country,Drive and Spruce Street <br />relative to outdoor storage for a new user. 'fhe Planner also reported that <br />the property owner is contemplating a subdivision of the property to sell <br />oi~'the large open area for development. The I?lanner noted that there <br />have been a number of issues with outdoor storage at the Orius site <br />relative to screening and expansion of the storage area. outside of what was <br />approved. <br />I3lesener noted that one of the City's goals discussed at a recent goal <br />setting session was to clean ul> the properties along County Drive that <br />have freeway visibility. <br />LaValle asked if there have been code enforcement issues at this site. <br />Montour pointed out that the Orius building is on a corner lot and there is <br />outdoor storage on two sides of the building. The City Administrator <br />noted that Orius has been slow to get fencing and screening of the outdoor <br />storage areas established. There was also storage outside of the designated <br />area. I-le also noted that the CUP for outdoor storage runs with the land, <br />but is very specific in nature. He asked the Planner if a new user changes <br />the type and/or location of the outdoor storage would a new CUP would <br />be needed? <br />"fhe Planner aflirmed that the Orius CUP for outdoor storage was very <br />specific. 1Ie noted that from the discussions he has had with potential <br />users, it is very likely that a new CUP would be needed. Given problems <br />with outdoor storage at this location as ~a~ell as the desire to clean up the <br />Country Drive area, this may be the time to consider changing the code. <br />The City Administrator suggested that the matter be referred to the <br />Planning Conu~~ission for a recommendation. <br />Keis asked what Kind of code amendments might be options. The Plam~er <br />noted that the zoning ordinance requires full screening of outdoor storage. <br />Consideration could be given for limiting the height and location of <br />outdoor storage areas, for example. Specific landscaping requirements <br />could be made, including harming. Other options including no storage in <br />areas visible from the public right-of way, segregated storage for <br />tractor/u~ailer paii<ing and other outdoor storage, and the size of the area <br />relative to the building area. <br />L,aValle pointed out that the Orius building has a limited use given the <br />nature of the building. Requirements that are too stringent would make <br />the building useless. <br />13 <br />
