Resolution declared adopted. <br />P120TERTY Mayor I3lesener opened the Public Hearing to consider the Property <br />DIVISION, Division, Lot Combination as well as a Conditional Use Permit to <br />LOT allow a regional government building in the Public Zoning District <br />COMBINA- relative to the Ramsey-Washington Metro Watershed Disd~ict's <br />TION, proposal to develop the Noel Drive property. Blesener noted that <br />CUI' - the City Planner recommended approval of the proposal. 1-Ie also <br />NOEL DRiVG- noted that the Planning Commission recommended approval subject <br />RAMSEY to compliance ~a~ith the recommendations of the City Planner, waiving the <br />METRO requirement 1-or fur<uicial security for landscape maintenance, and due to <br />WAT.E:RSI3E+D safety concerns, regi~iiring the Watershed increase the side yard setback <br /> along Noel Drive and work with the City Planner to determine what a <br /> reasonable setback would be. <br /> Cliff Aichinger, Ramsey-Washington Metro Watershed District, appeared <br /> before the Council and revie~a>ed their development plans for the Noel <br /> Drive property. Aichinger felt the development will bean interesting and <br /> appealing asset to the community. J'Ie indicated that the building design is <br /> functional, and felt addressed the issues outlined in the letter of <br /> understanding and purchase agreement. Aichinger felt the only issue of <br /> concern is the screening of two District vehicles that would be stored on <br /> the property evenings and weekends. Aichinger pointed out that the <br /> parking lot would be screened firom Nonn's parking lot and would be <br /> screened by the building and accessory garage from the west and north. <br /> "I'he parking lot would be visible from the east, and Aichinger indicated <br /> that they are agreeable to installing some additional shrubbery for extra <br /> screening. However, they had concern for visibility for vehicles exiting <br /> t~1e par~Ung lot. <br />Aichinger indicated that another issue that has been raised is the setback <br />fi~om Noel Drive. He pointed out that the setback in the Public Zoning <br />District is 15 feet, and they are proposing a 20 foot setback for the <br />building from the side }yard along Noel Drive. Aichinger indicated that the <br />building could not be moved back without encroaching into the creek <br />bank.
