MINUTES <br />CITY COUNCII, <br />)±EBRUARY 23, 2005 <br />were design issues with the building that required it to be the width that it <br />is proposed. <br />Blesener felt there was a little bit of a hole in the Public Zoning Code as it <br />does not require an increased side yard setback for a corner lot. As a <br />result, Blesener felt that the City had to live with the 20 foot setback as <br />proposed. With regard to screening of the parking lot, 'Blesener stated that <br />he wanted to see the Watershed vehicles screened at night and on the <br />weekends. Blesener asked if the proposed garage could be enlarged to <br />accommodate inside storage of these vehicles. <br />Aichinger did not support expansion of the garage as it would be a <br />substantial expense. 1 Ie proposed that the walkway access to the Nonn's <br />parking lot could be shifted and shrubbery screening added to screen the <br />Watershed vehicles from view. <br />Blesener noted that the 20 foot side yard setback being proposed would <br />not comply with the standards of most other zoning districts. 'T'herefore, if <br />the Watershed were to sell the property, it would have to be sold to <br />another public entity. <br />Robert 1-lams, Noel Drive, asked about security lighting for the back of <br />the site. Fle also asked about how school buses would be accommodated <br />to the site and whether or not the proposed parking was adequate to <br />accommodate employee and visitor parking. Harris pointed out that the <br />lot size limits the ability to expand the building. Harris noted that Noel <br />Drive is a residential street and the Watershed is a commercial use on that <br />street. <br />Aichinger reported that there would be no security lights on the north side <br />of the building. .Ile further reported that school bus traffic to the site <br />would be occasional, and felt that school buses could be accommodated <br />within the site. Aichinger indicated that he was not concerned about the <br />packing and felt it was adequate to accommodate the Watershed's needs. <br />T-Te also reported that the Aatershed would be working out an overflow <br />paii<ing arrangement with the City and Norm's Tire Sales. <br />i'he City Planner indicated that the parking cot exceeds the City's parking <br />requirements by a few spaces. <br />Jim Gustafson, Noel Drive, pointed out that when the street is widened <br />traff c speed will be faster. Gustafson noted that the Noel Drive curve is a <br />tight corner. Fie pointed out the suggestion at the Planning Commission <br />meeting that the width of Noel Drive be retained at its current 26 feet <br />rather than widened to >0 feet. Gustafson asked if the Watershed will pay <br />their share of the Noel Drive assessment. <br />7 <br />
