MINUTES <br />CITY COUNCIL <br />MARC73 9, 2005 <br />SEWER RATES The City Administrator noted that at its last meeting, the Council adopted <br />a 2005 \y~ater Budget which included a water rate reduction given the <br />City's renegotiated contract with Che City of St. Paul. At this evening's <br />meeting, staff is recommending a 2005 Sewer Budget which includes a <br />sewer rate increase. The City Administrator reviewed the Sewer Budget <br />and proposed rate increase in detail. T-Le noted that the recommendation <br />proposed a rate increase from $2.75 to $3.00 per 7,000 gallons of water <br />usage for usage above 15,000 gallons (9% increase). Staff is also <br />recommending that the 25% sewer discount factor be removed from multi- <br />family properties. <br />'T'he Administrator noted the City's efforts to identify inflow and <br />infiiltration of si~u'iace ~a~ater into its sanitary sewer system. If the City is <br />successful in detecting and correcting these infiltration problems, the <br />result will be reduced future treatment costs which will help keep sewer <br />rates as low as possible. <br />LaValle asked about net impact to multi-family properties of the water <br />rate decrease and the sewer rate increase. The City Administrator noted <br />that [ xhibit B shows that impact, which ranges from a net 2.3% decrease <br />to vi 8.3% increase. The Administrator noted, however, that there is a <br />25% increase projected for the Vadnais Heights multi-family properties <br />along County (toad D as these are served by Little Canada sewer only, <br />therefore, do not get the- benefit of the water rate decrease. <br />The Council reviewed the se~n~er fee survey results compiled by City staff. <br />It ~~~as noted that Little Canada's rates are in the upper mid-range of those <br />rates compared. <br />Ms. Allan introduced the following resolution and moved its adoption: <br />RE,SOL[1770N NO. 2001-3-G4 -APPROVING TIIE 2005 SEWER <br />RATE INC/ZEiLSES AS' RECOMMENDED BI' TILE CITI' <br />ADMIN/STRATOR AND FINANCE D/RECTOR AS OU'I'I_INF.D IN <br />THEIR Rl PORT DATED A4ARCA 4, 2005 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4) Allan, Keis, Montow', LaValle. <br />Nays (0).
