MINUTE+'S <br />CITY COUNCIL <br />APRIL 13, 2005 <br />Parks Master Plan is in dire need of updating, and stated that he would <br />prefer to see this work done sooner rather than later. <br />LaValle felt that any RFP for planning services should also include park <br />consultant services. <br />The Council discussed the service provided by the present City Planner <br />and instructed City staff to develop an issues list for discussion with the <br />Planner. That list should include the scope of the update project and his <br />ability to undertake this project and complete it in a timely fashion. The <br />Council also asked that the City Administrator contact the Met Council to <br />determine if a mandated update of the Comp Plan is forthcoming soon. It <br />was the consensus of the Council that this action plan will be revisited <br />once the Administrator obtained additional information from Met Council <br />and the City Planner. <br />The next action plan reviewed was "Investigate Multi-Housing Licensing <br />Fee". Blesener noted that in reviewing recenC information on police calls, <br />it appears that Montreal Courts accounts for 15% of all calls. The City <br />Administrator indicated that the ownership Montreal Courts has recently <br />changed, and it does not appear that adequate funds have been budgeted to <br />address the problems at the complex. Therefore, amulti-housing licensing <br />fee may be the only solution. <br />The Administrator noted that research on licensing ordinances is currently <br />being done. These ordinances will be evaluated and an options report <br />presented to the Council aC a workshop meeting. <br />LaValle suggested that a licensing fee should be based on the types of <br />calls generated by a complex versus number of calls. He noted the <br />example of a senior multi-family complex that generates medical calls <br />versus police calls. The Administrator agreed, and noted that the City <br />would not want to penalize multi-family housing complexes that are <br />managed properly. It will be necessary, however, to review the legality of <br />any fee structure Chat is developed. <br />The Fire Chief indicated that it was his hope that this action plan also <br />addressed more frequent fire inspections of the multi-family housing <br />complexes. The Administrator indicated that he would discuss this issue <br />with the Fire Marshal noting that it may be necessary to hire supplemental <br />help to assist the Fire Marshal. The City Administrator suggested that he <br />have the Fire Marshal attend the Council's Apri127~h Information Update <br />Workshop to update the Council on the issue of fire inspections. <br />
