MINUTES <br />CITY COUNCIL <br />MAY 10, 2005 <br />RESOLUTION NO. 2005-5-706 -APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS; <br />*APPROVAL OF CHANGE ORDER FOR COUNTY ROAD D <br />IMPROVEMENT FOR SANITARY SEWER REPAIRS; <br />*APPROVAL OF CHANGE ORDER FOR COUNTY ROAD B-2 <br />CULVERT EXTENSION; <br />*DESIGNATION OF THE NATIONAL INCIDENT MANAGEMENT <br />SYSTEM FOR INCIDENT MANAGEMENT IN LITTLE CANADA AS <br />RECOMMENDED BY THE EMERGENCY MANAGEMENT <br />DIRECTOR; <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5) LaValle, Montour, Keis, Allan, LaValle. <br />Nays (0). Resolution declared adopted. <br />PARKING Mayor Blesener reported that he attending the Parks & Recreation <br />REGULATIONS Commission meeting last week to discuss the City Administrator's <br />recommendation relative to on-street parking regulations. Blesener <br />indicated that the position of the Commission was that in areas where <br />there are no off-street trails and only on-street trails, the on-street trails <br />should be designated as no parking on both sides of the street. Blesesner <br />noted that the Commission looked at the issue from strictly a parks and <br />trail system standpoint, not considering the input from residents living <br />along the impacted streets, the Ramsey County Sheriff's Department, or <br />the City Administrator. <br />Allan asked why the Commission did not feel it was an option to allow <br />parking on one side of the street. Blesener noted that the Commission felt <br />resh•icting parking on both sides of the sheet was the safest option since it <br />allowed pedestrians to walk against traffic. Blesener reported that the <br />Commission made two motions. The first motion was to reaffirm the <br />Commission's position that parking not be allowed on streets that contain <br />on-street paths due to safety concerns. The second motion was that if the <br />Council decides to allow parking on the streets under consideration, than <br />those streets either be removed from the trails map or redesignated as <br />"proposed" or "future" sections of the trail system. <br />Allan asked about an off-street trail through the Water Works property in <br />the area of McMenemy Street. The City Administrator reported that <br />improvement of that off-street trail is not an immediate priority. <br />2 <br />
