MINUTES
CITY COUNCIL
MAY 10, 2005
Blesener reported that one member of the Commission indicated that if he
were a member of the Council, he would vote to rescind the parking
restriction on one side of the street. However, as a member of the Parks &
Recreation Commission, the issue has to be considered from the
standpoint of the on-street trail designation. Blesener also indicated that
the Parks Consultant has indicated that he does not have a problem with
allowing parking on one side of the street.
Montour noted that for McMenemy Street from Little Canada Road to
Viking Drive it is obvious that if on-street parking is allowed on one side
of the street, it should be allowed on the east side with the west side
retained as no parking. Montour pointed out that it may be more difficult
to make this determination on other street, such as Arcade Street between
LaBore Road and County Road D. Blesener felt that Arcade Street was
not that difficult given that there are two streets intersecting from the east
and one street from the west. Therefore, it would likely be preferable to
reshict parking on the east side of the street.
Blesener stated that he supported the recommendation of the City
Administrator as outlined in his report dated Apri122, 2005 and the
Sheriff's Department relative to parking regulations.
Mr. Blesener introduced the following resolution and moved its adoption:
RESOLUTION NO. 2005-5-I07 -RESCINDING PARKING
RESTRICTIONS AND ALLOWING ON STREET PARKING ON ONE
SIDE OF THE STREET A5 FOLLOWS:
• ARCADE STREET -FROM LABORE ROAD TO COUNTY
ROAD D -ALLOWING ON-STREET PARKING ON ONE
SIDE OP THE STREET WITH THE SPECIFIC SIDE TO BE
DETERMINED BY CITY STAFF;
• McMENEMY STREET -FROM LITTLE CANADA ROAD TO
VIKING DRIVE -ALLOWING ON-STREET PARKING ON
THE EAST SIDE OF THE STREET;
• VIKING DRIVE -FROM McMENEMY STREET TO
EDGERTON STREET -ALLOWING ON-STREET PARKING
ON THE NORTH SIDE OF THE STREET;
AND ADOPTING THE RECOMMENDATION OF THE RAMSEY
COUNTY SHERIFF'S DEPARTMENT THAT THESE STREET BE
POSTED AS NO PARKING FROM 2 A.M. UNTIL 6 A.M., THUS
PROHIBITING OVERNIGHT ON-STREET PARKING
