MINUTES <br />CITY COUNCIL <br />MAY 25, 2005 <br />promotional event would have to be reported on the permit application, <br />and not the banner itself. <br />LaValle asked about window signs and how the size of a neon size is <br />determined. The City Planner indicated that the size would be the smallest <br />rectangle that the sign could be put in. The City Administrator noted that <br />window signs can take up 33% of total window space and 20% of total <br />window space in zoning dish•icts with architectural standards. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by LaValle, seconded by Montour, the public hearing was <br />closed. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2005-5-1I8 -AMENDING CHAPTER 903 OF <br />THE ZONING CODE AS RELATES TO SIGNAGE AS DISCUSSED <br />BY THE COUNCIL <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (4) LaValle, Blesener, Allan, Montour. <br />Nays (0). Resolution declared adopted. <br />CONSOLIDATED The City Administrator reviewed his reporC dated May 20, 2005 relative <br />DISPATCH FOR to Ramsey County's plans for a consolidated dispatch center and the <br />800 Mhz cost allocation for doing so. The Administrator reported that the concern <br />is that the suburbs will be subsidizing the cost of providing dispatch <br />services in the City of St. Paul through the County's tax levy. The <br />Administrator indicated that while consolidating dispatch services may <br />make sense, the cost allocation should be equitable. <br />Blesener also expressed concern that the Planning and Policy Board that <br />will oversee this function should have more representation from the <br />suburbs. Blesener recommended adoption of a resolution supporting the <br />consolidation modeled after the Roseville resolution, eliminating the <br />fourth paragraph of Roseville's resolution and adding the third paragraph <br />of the Vadnais Heights' resolution. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO.2005-S-II9 - ADOPTING A RESOLUTION <br />REGARDING CONSOLIDATED 9ll DISPATCH IN RAMSEY <br />12 <br />
