MINUTES <br />CITY COUNCIL <br />MAY 25, 2005 <br />• Increasing the total number of temporary sign permit days <br />from 60 to 120 with no more than 60 days of that allocation <br />being used for non-banner temporary signage; <br />• Banners can be mounted up to, but no higher than the peak <br />of the roof; <br />• Banner size reduced from 40 square feet to 36 square feet; <br />• Banners only allowed to advertise a specific promotional <br />event and may not be used solely for advertising a business <br />or product; <br />:• Inclusion of maintenance standards for banners and <br />pennants; <br />• Banners must be affixed to the building only (not mounted <br />between the poles of double post pylon signs); <br />The Council discussed the recommendation for increasing the number of <br />temporary sign permits per calendar year from 3 to 4 as well as the amount <br />of total number of temporary sign permit days. Given the stipulation that <br />limits non-banner temporary signage to a total of 60 days and the <br />likelihood that property owners would not take out 4 temporary sign <br />permits for roll-off signs given the 60 day limitation, the consensus was in <br />support of these amendments. <br />The Council reviewed the recommendation for reducing the maximum <br />banner size fiom 40 square feet to 36 square feet, and Council supported <br />that reduction. <br />The Council next discussed restricting banners only to buildings and not <br />allowing banners to be mounted on double-post pylon signs. The <br />Administrator explained the Code Enforcement Officer's concern that this <br />limitation will result in an increase in temporary roll-off signs at the <br />Market Place Shopping Center, as an example. Given that the building <br />does not face Rice Street, temporary signage would then be more effective <br />in terms of roll-off signs. Council agreed, and supported the continuing to <br />allow banners to be mounted between the poles of existing, double-post <br />pylon signs. <br />LaValle recommended that some wording be added to the ordinance that <br />would allow Che City to remove banners that are up beyond the limitations <br />of the permit as well as those that have deteriorated and do not meet the <br />required maintenance standards. Council agreed, and the Administrator <br />indicated that he would add the appropriate language. <br />The Council discussed the wording that requires that banners only <br />advertise a specific promotional event with a defined time period, and not <br />used to solely advertise a business name or product.
