MINUTES <br />CITY COUNCIL <br />MAY 25, 2005 <br />The Planner noted that the Commission recommended no change to items <br />#3 and #4 in his report. LaValle asked about item #4 which is the <br />requirement that storage areas be blacktopped or concrete. The Planner <br />indicated that Chis requirement applies to outdoor storage in the I-P <br />Dish~ict and not the I-1 District. Blesener noted that the I-P District is a <br />higher quality of industrial zoning. <br />The Planner reviewed items #5, #6, #7, and #8, noting that the <br />Commission recommended no changes. The Planner pointed out that Item <br />#8, relating to the location of outdoor storage areas, was changed after the <br />issuance of the Orius CUP. At that time, outdoor storage could be located <br />outside the required setback regardless of whether that area was in front of <br />the building. The Planner reported that the Planning Commission felt the <br />current ordinance language was adequate, which limits outdoor storage to <br />behind the front building line. However, a minority of the Commission <br />felt that outdoor storage should be located behind the building only, <br />eliminating it in side yard areas. The Planner felt that keeping outdoor <br />storage out of the front yard was O.K. as long as any outdoor storage in <br />side yards was adequately screened. <br />The Planner reviewed items #9 and #10 noting that the Commission <br />recommended no changes. <br />Blesener summarized the changes that have Council consensus. Those <br />include reducing the amount of outdoor storage allowed to 50% of the <br />gross floor area of the principal stivcture or 25% of lot area, whichever is <br />less. The other change is to include better definitions of screening and <br />fencing requirements. <br />It was noted that amendment to the Zoning Ordinance requires four <br />affirmative votes of the Council. <br />Sherry Rolfe, attorney representing Hillcrest Development, asked about <br />the applicability of an amendment reducing outdoor storage to 50% of the <br />gross floor area to 3250 Spruce Street which has an established outdoor <br />storage area that is paved and screened in accordance with City ordinance. <br />Blesener noted that the CUP granted for Orius allows outdoor storage of <br />telecommunications equipment, therefore, could only be transferred to <br />another telecommunications company storing the same type of equipment. <br />Blesener noted that a new CUP issued for this property would be subject <br />to any new ordinance changes as well as the ordinance changes that have <br />already been made since the Orius CUP was issued. <br />Rolfe noted the current negotiations between Hillcrest Development and <br />McGough Construction for the site at 3250 Spruce Street.
