MINUTES <br />CITY COUNCIL <br />JUNE 8, 2005 <br />RECREATION and North Suburban Youth Foundation, each of which will operate <br />ASSOCIATION two days per week. The Tuesday daytime session will be operated by <br />LCRA, and the Thursday and Friday daytime sessions will be operated by <br />LCRA and Lake Owasso on a rotating manner as agreed to by these two <br />organizations. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2005-6-I24 -APPROVING THE GAMBLING <br />LICENSE AND PREMISES PERMIT FOR THE LITTLE CANADA <br />RECREATION ASSOCIATION TO OPERATE AT THE LITTLE <br />CANADA BINGO HALL FOR THE LICENSE PERIOD SEPTEMBER <br />1, 2005 THROUGH AUGUST 31, 2007 CONTINGENT UPON <br />SUBMISSION OF A SIGNED LEASE AGREEMENT AND BANK <br />ACCOUNT INFORMATION <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (3) LaValle, Allan, Blesener. <br />Nays (0). <br />Abstains (2) Keis, Montour. <br />COUNTY Ramsey County Commissioner Jan Parker appeared before the Council <br />UPDATE to provide an update on various County issues. The first item of note was <br />various awards that Ramsey County has received. Ramsey County <br />recently received an AAA Bond Rating and was one of only three counties <br />in the State to receive that rating. Parker noted the impact of this rating is <br />a decrease in County financing costs. Parker next reported that the <br />County's library system was rated in the top five for similar sized <br />counties. Also, the County Library in Roseville has the second highest <br />circulation rate in the State. Parker indicated that the National Association <br />of Counties awarded the Ramsey County's Parks & Recreation <br />Department an Active Caring Award for its kids' skating program which <br />provides access to hockey and other skating programs that underprivileged <br />children might not otherwise have. Parker further reported on the All <br />Children Excel Program which is getting underway and provides early <br />intervention for preteens who get in trouble. <br />Parker reported that the County has plans in its Capital Improvement <br />Program to build a new library in Maplewood. The current site does not <br />allow for expansion of the library; and the County has identified nearby <br />site to build the new facility. Parker noted that the cost of the new library <br />is projected to be the same as adding onto the current facility. LaValle <br />suggested the Rice Street/694 property that the County owns. Parker <br />reported that due to the 694/35E/Rice Street improvements, it appears MN <br />DOT will be cutting into that site and reducing it by two-Chirds of its size. <br />
