She noted the Center's limited <br />hours as well as the fact that clients are seen on an appointment only basis. <br />The Center's hours are primarily evening and off peak hours. Mathern <br />further noted that the town office project would be governed by an <br />owners' association. Therefore, any parking problems that occur at the <br />center would be dealt with by the association before they would be <br />brought to the City. <br />LaValle asked what enforcement power the association would have. <br />Mathern suggested that there would be fines established for violations of <br />the rules and regulations of the association. LaValle was concerned that <br />violations would end up at the City level for resolution. <br />Blesener noted that the request is for a PUD Permit, and asked if the <br />Permit can be withdrawn if the Women's Center generates parking <br />problems. <br />Keis pointed out that the City approved the town office project with the <br />allocated 7'/z parking spaces per unit. He noted that the parking demand <br />reported by Women's Life Care Center will work with the spaces <br />provided. Keis indicated that, as a result, he did not have a problem with <br />PUD Permit requested. <br />Allan felt, on occasion, there could be 20 cars at the Center at one time. <br />Montour felt that could be true of any of the businesses that locate in the <br />Center. Allan stated that her concern was that the overflow parking could <br />go to the Market Place Shopping Center, thus impacting that business. <br />Allan also pointed out that the Center has reported their current parking <br />demand, but noted that they are expanding their space from 900 square <br />feet to 1,800. <br />Gorman reported that their service area will remain the same, and <br />indicated that based on their staffing, they could not serve 20 people at one <br />time. <br />Montour questioned what kind of business would locate in the town <br />offices that would not generate the same issues. He noted that Che parking <br />demand generated by a mortgage company could be much higher. Allan <br />indicated that mortgage companies work on an appointment basis and do <br />not provide emergency drop in service. <br />Blesener noted that the owners' association will monitor the property and <br />ensure that parking, etc. is working equitably. <br />14 <br />
