MINUTES <br />CITY COUNCIL <br />JUNE 22, 2005 <br />would have 4 Co 8 cars maximum at any given time, which includes 3 staff <br />vehicles. <br />Allan reported that she looked at the Center's current location and noted <br />the adjacent municipal parking lot adjacent that would take overflow <br />parking. Allan also reported that there is a lot of on-street parking in the <br />area. Gorman reported that they have been at the current location for 22 <br />years, and have never had a complaint about parking. <br />Allan stated that her concern is with parking and where overflow parking <br />would go. Gorman reported that they are not expanding their program, <br />therefore felt the parking demand he reported was accurate. He also noted <br />that the Market Square Town Offices are on the bus line. Therefore, some <br />clients will take the bus to and from the center. <br />Allan noted the pregnancy testing that will occur at the center, and <br />indicated that many times entire families will show up to get the results of <br />pregnancy testing. This would put a high demand on the parking. Allan <br />was concerned that parking would overflow into the Market Place <br />Shopping Center parking lot. <br />LaValle asked if the second floor of the town office would be handicapped <br />accessible. Gorman replied that it would not. He pointed out that the <br />upper floor would be used for staff offices and storage. Clients have <br />access to the first floor only. <br />LaValle asked how the Center is funded. Gorman replied that the Center <br />receives donations from private parties as well as churches. He reported <br />that only the adrninisU~ator position is a paid position, everyone else is <br />volunteer. <br />Allan again expressed concern about parking, and felt the Center never <br />had a parking problem before due to the availability of adjacent parking in <br />North St. Paul. Gorman noted the letter from the Mayor of North St. Paul <br />in support of the Center. <br />Keis stated that he was comfortable that parking would not be a problem <br />given the limited days and hours that the Center was open. <br />Erin Mathern, Mendota Homes, owners and developers of the Market <br />Square Town Offices, reported that each unit at the complex is allocated <br />7'/z parking spaces. She reported that the units are being sold and <br />occupied, and the parking lot has not yet even been half full. Mathern <br />reported that Mendota Homes will be occupying two of the units, and <br />noted that they do not have demand for 15 parking spaces. Mathern felt <br />that Women's Life Care Center would be a good Cenant, and a tenant that <br />13 <br />
