MINUTES <br />CITY COUNCIL <br />JUNE 22, 2005 <br />allowed in the City's residential zoning districts, and pointed out that the <br />use of the mobile home park is residential. Therefore, the Planner felt it <br />was inappropriate to write an ordinance that would allow a pole building <br />with metal siding. <br />Blesener felt there was no basis to grant a variance given that the issue is <br />strictly one of cost between residential-style construction and the type of <br />construction proposed. The City Planner agreed that economic <br />considerations cannot be the basis for granting a variance. Blesener asked <br />if metal pole buildings are not allowed in the City's residential or business <br />districts, why would they be allowed here. <br />LaValle pointed out that the building will not be visible from the streeC, <br />will only be seen from school district property, and does not impact any <br />neighbors. LaValle pointed out that the building will serve a storage need <br />that the residents of the park have. LaValle stated that he did not have a <br />problem with the building as it is proposed. <br />Blesener stated that the Graczyk's run a nice mobile home park, and are <br />trying to eliminate some outdoor storage. He pointed out, however, thaC <br />the new mobile homes thaC are coming into the park have vinyl siding and <br />shingled roofs. He also pointed out that the office and an existing garage <br />on the property are of residential construction. Blesener asked why this <br />building is not proposed to be of residential construction. <br />Graczyk pointed out that there is also an existing pole building in the <br />mobile home park. Graczyk pointed out that the quality of pole buildings <br />has improved over the years, and indicated that the proposed building is a <br />very nice building. <br />Blesener suggested that if the quality of pole buildings has improved, than <br />the City's Planner and Building Official should be convinced and a <br />recommendation brought to the Council to allow these buildings in <br />residential and business districts. <br />Allan stated that she did not have a problem with the building as proposed, <br />and did not feel it was out of character with the environment it would be <br />located in. <br />Blesener pointed out that metal pole buildings are not allowed in the <br />City's residential or business districts, and the property in question is <br />zoned General Business (B-3). Allowing the metal building will only <br />increase the existing non-conformity. <br />A representative of Lester Buildings reported on the improvements that <br />have been made to metal buildings noting that St. Paul allows these <br />
