He described the construction and pointed out that there are <br />better warranties on these metal buildings than on residential construction. <br />LaValle pointed out thaC vinyl siding would not holdup as long as the <br />proposed metal siding. <br />Keis felt that one of the primary issues is how the building will look. He <br />noted, however, that the Code does not allow a metal building in the B-3 <br />District and a hardship would be required in order to grant a variance. <br />Keis noted that the Planning Commission did require an upgrade to the <br />building by requiring wainscoting on three sides of the building. Keis felt <br />that either the City had to deny the building as proposed or change the <br />Code to allow it. <br />The City Planner suggested that a compromise might be to require an <br />asphalt roof on the building since that would bring the materials closer to <br />what is commonly seen in residential zoning districts in Little Canada. <br />The Lester representative described the metal roof system proposed, <br />noting that the design would cause snow to slide off the back of the roof <br />rather than having snow and dripping at the front of the building where the <br />garage doors will be located. He further pointed out that metal roofs are <br />used on residential conshuction, most commonly on log homes. <br />Montour pointed out that the proposed building would be isolated within <br />the mobile home park. Montour asked what precedent would be set if the <br />Code were changed to allow for this type of construction. He was <br />concerned about requests for meta] roofs and siding within residential <br />zoning districts. <br />Allan pointed out that the request is for a metal building in a non- <br />conforming mobile home park, not in a residential zoning district. <br />Keis asked the cost difference between the building as proposed and <br />residential-type consh~uction. Graczyk estimated that the building <br />proposed would cost one-third to one-half less than residential <br />construction. The Lester representative also pointed out that the materials <br />proposed are much better than materials used in residential constivetion. <br />Graczyk reported that they are trying to make the building affordable so <br />that the garage units can be rented at affordable prices. The Lester <br />representative felt that the building will also clean up the area. <br />Blesener felt that allowing the metal building would be essentially <br />granting a variance for economic reasons. <br />
