MINUTES <br />CITY COUNCIL <br />JULY 13, 2005 <br />Allan indicated that she would prefer to see a sand or taupe color used for <br />the roof rather than the green proposed. Keis indicated that color is a <br />matter of personal preference and did not feel the City should get into <br />legislating colors. Blesener agreed. <br />Montour asked about a landscape plan for building. Graczyk indicated <br />that they plan to landscape around the building. The Council felt that the <br />property owner should use their best judgment in landscaping this area. <br />There was no else one present wishing to comment on this matter. <br />Upon motion by Montour, seconded by Allan, the public hearing was <br />closed. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO.2005-7-I49 -APPROVING THE CONDITIONAL <br />USE PERMIT FOR AN ACCESSORY STORAGE BUILDING IN A <br />NON-CONFORMING MOBILE HOME PARKAS WELL AS <br />ARCHITECTURAL REVIEW FOR THE BUILDING SUBJECT TO <br />COMPLIANCE WITH THE RECOMMENDATIONS OF THE <br />PLANNING COMMISSION <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (4) LaValle, Allan, Montour, Keis. <br />Nays (1) Blesener. Resolution adopted. <br />CONDITIONAL Blesener opened the continuation of Public Hearing to consider the <br />USE PERMIT - application for Conditional Use Permit to allow the construction and <br />3250 SPRUCE operation of a monopole wireless communications tower and <br />STREET - equipment shelter at 3250 Spruce Street requested by New Cingular <br />NEW CINGULAR Wireless. Blesener noted that this matter was tabled in June so that New <br /> Cingular could provide additional information on two issues. The first <br /> issue is whether a new tower is really needed, and the second is relative to <br /> the renewal of New Cingular's water tower lease. <br />Debra Weiss, an independent contractor representing New Cingular, <br />appeared before the Council. Weiss reported that in response to the City's <br />request for additional justification for the proposed tower, she has <br />submitted RF maps showing current coverage and changes with other <br />antenna options, a letter discussing the problems locating on the Donovan <br />tower site, information relative to fall zone for the proposed tower, a <br />sketch showing the proposed tower with an additional co-locate <br />opportunity (four versus three), and a landscaping plan.
