MINUTES <br />CITY COUNCIL <br />AUGUST 10, 2005 <br />CANADIAN Mayor Blesener reported that this past weekend's Canadian Days <br />DAYS Celebration was a huge success, and he thanked the Canadian Days <br />CELEBRATION Committee for the outstanding job they did in sponsoring the celebration. <br /> Blesener extended additional thanks to the Ramsey County Sheriff's <br /> Department, Little Canada Recreation Association, Little Canada Fire <br /> Department, individual sponsors of the event, and City staff for their <br /> efforts toward the success of this celebration. <br />CUP rOR Blesener opened the continuation of Public Hearing to consider a <br />TELECOMMU- Conditional Use Permit to allow the construction and operation of a <br />NICATIONS monopole wireless communications tower and equipment shelter. It <br />TOWER - was noted that action was previously tabled on this matter pending <br />3250 SPRUCE the receipt of additional information. The City Planner and the Plamring <br />STREET - Commission recommended approval of the CUP contingent upon <br />NEW compliance with the recommendations of the City Planner as outlined <br />CINGULAR in his report dated May 6, 2005. <br />WIRELESS <br /> Debra Weiss, representing Cingular Wireless, indicated that she has <br /> submitted Che additional information requested by the City. The primary <br /> piece of information being the third party review of Che proposal <br /> conducted by Owl Engineering & EMC Test Labs. <br />Garrett Lysiak, Owl Engineering, appeared before the Council and <br />outlined his credentials and experience. Lysiak indicated that in <br />conducting a third party review such as this, one of his goals is to provide <br />cities with clear, straight-forward information. Lysiak indicated that he <br />contacts the provider, in this case New Cingular, and obtains information <br />such as location and heights of each tower in their system as well as the <br />proposed tower. He then generates coverage maps which take info <br />accounC the topography of the area. AC thaC poinC, various Cowers are <br />added to the mix to determine the resulting coverage. <br />Lysiak reviewed in detail the coverage maps thaC he generated in his <br />analysis. Lysiak noted that Figure 3 shows Cingular's present coverage <br />and noted the poor coverage area just north of Little Canada. Figure 4 <br />shows the addition of the tower at 3250 Spruce Street which results in the <br />elimination of the gap in coverage north of the City. Lysiak indicated thaC <br />Figure 5 uses the Donovan tower at 53 South Owasso Blvd. and a <br />coverage gap still exists versus the proposed tower at 3250 Spruce Street. <br />Figure 6 uses the Qwest tower in Shoreview and, again a gap in coverage <br />exists. Figure 7 uses the Ramsey County tower site. In this case, Che <br />tower is not structurally capable of handling additional antenna. The <br />tower is likely to be removed with the redevelopment of that site. The last <br />map Lysiak reviewed takes the Little Canada Water Tower site out of the <br />mix resulting in a gap in coverage with the boundaries of Little Canada. <br />2 <br />
