Blesener stated that more analysis would be needed of this <br />issue, but suggested that perhaps the lag is eliminated over a three year <br />period. <br />Discussion continued on the issues of the City's current sick leave and <br />vacation plans versus paid time off as well. as severance pay. The <br />consensus of the Council was that a committee consisting of Blesener, <br />Keis, Rueckert, Barber, and Glanzer be formed to study the issue in depth <br />and bring back a recommendation to the full Council. It was also the <br />consensus of the Council that the current holiday schedule provided to <br />City employees is competitive with what other cities are offering. <br />MULTI-FAMILY The City Administrator reported that the City Attorney's office has <br />LICENSING expressed concern with the City's ability to adopt amulti-family <br />ORDINANCE licensing ordinance that includes a provisional license. The concern arises <br />UPDATE from a recent change in State Law. The Administrator reported that the <br />cities of New Brighton and Brooklyn Center provide for provisional <br />licenses as part of their ordinances. However, in discussing the issue with <br />the legal firm that happens to represent both of these cities, they agreed Che <br />law change may present a problem for these ordinances. It was noted, <br />however, that the New Brighton and Brooklyn Center ordinances have not <br />been challenged. Furthermore, they no longer have any complexes <br />provisionally licensed. <br />The City Administrator suggested three options. The first would be co <br />enact an ordinance that includes a provisional license component. The <br />second would be to pursue special legislation that would allow for the <br />implementation of provisional licenses. The third is to have a discussion <br />with Montreal Courts ownership indicating that the City is considering a <br />multi-family licensing ordinance. The City would seek Montreal Court's <br />cooperation in bringing their property into compliance rather than the City <br />pursuing the licensing ordinance. <br />After discussing the matter, the consensus of the Council was to discuss <br />the issue with Montreal Court to try to obtain their cooperation in bringing <br />the property into compliance. <br />TRANSIT The City Administrator reviewed Metro Transit's plans for a transit center <br />CENTER at County Road B and Rice Street. He noted that St. Jude has raised <br />concerns about traffic movement at this intersection, and a meeting was <br />held with representatives of St. Jude and Dan Soler of Ramsey County. <br />Traffic safety is definitely a problem which would be compounded by the <br />additional traffic that a transit center would bring in this location. <br />3 <br />
