MINUTES <br />CITY COUNCIL <br />AUGUST 24, 2005 <br />Guerin indicated that under the Settlement Agreement, the restricted fund <br />was to be used toward clean-up costs in the event there were no other <br />sources of funds. Other funding sources were to be primary to the <br />restricted fund. <br />Blesener again indicated the City's support requesting that DEED's <br />position be reversed and its grant dollars become the primary source of <br />clean-up funding. Montour noted Chat the County grant also indicates it is <br />secondary in nature to any other funding sources. <br />Guerin estimated that the cost of the clean-up would take the DEED grant <br />money as well as some of the restricted fund, buC not all of it. <br />Montour asked if Guerin would abide by the State's ruling on the grant <br />dollars once it acts on Che proposed resolution. Guerin stated that he <br />would wait to see what the ruling was and would then consult with his <br />attorney. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2005-8-194 - ADOPTING A RESOLUTION <br />REQUESTING DEED AMEND ITS GRANT AGREEMENT FOR <br />CLEAN-UP FUNDS WHEREBY THE RESTRICTED FUNDS <br />WOULD BECOME THE SECOND SOURCE OF FUNDING FOR <br />THE CLEAN-UP OF THE FORMER GUERIN PROPERTY AT THE <br />CORNER OF RICE STREET AND LITTLE CANADA ROAD, <br />THEREBY MAKING THE DEED FUNDS PRIMARY <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />COMMUNITY The City Administrator reviewed the proposal from Decision Resources <br />SURVEY to conduct a community survey. The estimate fora 100-question-unit <br />survey is $ ] 6,950. The Administrator estimated that a community survey <br />would be at least 100 questions and likely in the 100 to 125 question <br />range. <br />The Administrator noted that the Cimetable for creating and conducting the <br />survey may be somewhat optimistic. He suggested that prior to bringing <br />in Decision Resources, the City conduct a workshop to identify survey <br />topics. In addition to the Council and Department Heads, the City <br />Administrator recommended that the Parks & Recreation Commission be <br />involved in developing the survey document. <br />17 <br />
