MINUTES <br />CITY COUNCIL <br />SEPTEMBER 14, 2005 <br />Absorb housing inspector program in-house, will necessitate substantial <br />Graining <br />Potential Impact = $25,000 <br />Adjustments to liquor licenses- see Exhibit E for survey of other <br />communities' liquor licenses costs. The schedule reflects the City's <br />current rate and staff's recommendation for revisions. If the council <br />wishes to discuss these it would require a public hearing. <br />Potential Impact = $5,500 <br />Increase in planner's cost. Cost has been at $125 for his standing Monday <br />meeting. <br />Potential Impact = ($1,250-1,750) <br />Review of all other licenses and permiC fees. <br />Impact Unknown <br />Council discussed the options and opportunities list in detail. The Finance <br />Director indicated that the preliminary Budget is based on a 100% <br />allocation of MSA road maintenance reimbursement to the General Fund <br />for an impact of $44,500. It also levies back 50% of the loss of Market <br />Value Homestead Credit through the infrastructure fund (electric franchise <br />fee). The preliminary budget absorbs an estimated $25,000 increase for <br />the cost of a Housing Inspector. As noted earlier, staff is exploring a <br />cooperative venture with Roseville. These considerations result in a <br />proposed Net Levy increase of 5.95% and Gross Levy increase of 3.74°Io. <br />Blesener noted that the 2006 preliminary Budget amount adopted this <br />evening is the maximum amount that the City can levy for 2006. <br />However, the City can work to reduce the final levy amount prior to the <br />Truth in Taxation Hearing. <br />LaValle recommended thaC the City set the levy as proposed by City staff <br />with a Gross Levy increase of 3.74% and a Net Levy increase of 5.95%. <br />Joe Vitale, Little Canada Fire Relief Association, appeared before the <br />Council and requested that the City continue the $30,000 contribution <br />toward the Relief Association for one more year. The 2006 preliminary <br />Budget proposal calls fora $15,000 contribution. The Finance Director <br />indicated that the additional $15,000 would result in a Gross Levy increase <br />of 4.46% and a Net Levy increase of 6.77%. <br />The Council indicated that it would consider this requesC as part of the <br />ongoing Budget reviews prior to the Truth in Taxation hearing. <br />7 <br />
