MINUTES
CITY COUNCIL
SEPTEMBER 14, 2005
services with the cost to the general fund being sp1iC between Streets and
the Parks and Recreation Department. We will evaluate the success of this
program in fall of 2005 to determine if this approach successfully
addresses on-going maintenance issues.
Impact = $21,983
Electrical and Utilities costs budget for 2006 have been increased to
recognize the 30% increase in heating costs due to natural gas price
increases. A smaller factor for increasing energy surcharges on the
electrical costs was also included.
Impact = $2,462
2006 budgeted Motor Fuel costs have been calculated at 30% higher than
2005 estimated actual expenses.
Impact = $1,760
The Finance Director then reviewed Options and Opportunities. These are
as follows:
Presently we allocate our MSA road maintenance reimbursement 50% to
the General Fund and 50% to the Infrastructure Fund. The 2006 MSA road
maintenance reimbursement is anticipated to be $89,000. As you can see
the annual costs associated with seal coating, crack filling, pothole
patching and striping have been increasing the last two years. The Budget
for 2006 is expected at $90,500. If we were to change the allocation to
100% to General Fund, the amount received into the General Fund would
more closely match the actual recurring expense.
Impact = $ 44,500
Despite a greater share of Clean-Up Day costs being borne by the city,
participation did not substantially increase from 2004, see Exhibit D. We
have held aClean-Up Day annually for several years, with the last fully
subsidized event being in 2000. If we were to fully subsidize the cost of
Clean-Up Day it would raise the costs by an estimated $3,500.
Alternatively Che City could go to an every other year clean up effort
under the assumption that is not needed on an annual basis.
If Clean-Up Day is fully subsidized impact = ($3,500)
If Clean-Up Day goes to every other year impact = $ 2,500
Evaluate benefits of contracted services provided by correctional inmates.
Potential Impact = $35,000
Project revenues associated with multi-family home licensing program.
Potential Impact = $5,000
6
