MINUTES <br />CITY COUNCIL <br />SEPTEMBER 28, 2005 <br />Miscellaneous <br />1. The pavement section indicated in the geotechnical report is noted as a 10-year design <br />life. It is required that a 20-year design life be used. The report and street section should <br />be revised Co reflect this. <br />Gardener asked if this was an ordinance requirement. The City Engineer reported that he <br />would have to review Che ordinance, but noted that all City streets are constructed to a 20- <br />year life. The City Administrator agreed thaC a 20-year street life is the standard, and <br />nothing less than that has been accepted. <br />Von Riedel agreed that if a 20-year life is the standard, he would construct Preserve <br />Court and Preserve Trail to meet that standard. <br />This completed the review of the City's consultant and staff recommendations. <br />Montour asked if Von Riedel was in agreement that the water main system <br />will be looped, even though the details of how to loop the system have not <br />been determined. Von Riedel indicated that at this point he is not sure <br />how it will work. Von Riedel pointed out that there may be the possibility <br />that he could not get an easement from the adjacent property owner. Von <br />Riedel stated that he could not indicate agreement with the <br />recommendation at this point, but indicated that he would investigate the <br />options. Von Riedel asked if it were an ordinance requirement that there <br />can be no dead-end water mains in the City, or is this recommendation <br />something that the city would prefer. The City Administrator pointed out <br />that this is a recommendation that Von Riedel agreed to as parC of the <br />Preliminary Plat approval. He indicated that staff would work with Von <br />Riedel to identify the options. <br />At this point in the meeting, Blesener asked if there was anyone from the <br />general public wishing to comment on this matter. <br />Tom Hartigan, Sextant Avenue, felt that the developmenC as proposed <br />consisting of 14 houses proposed was too dense, and questioned whether <br />there was adequate buildable area for 14 homes. Hartigan felt Chat there <br />was not enough analysis done relative Co Che impact thaC this development <br />will have on the adjacent wetland. Hartigan also pointed out the impact to <br />Che Magellan pipeline, and felt that lowering the pipeline made no sense. <br />Blesener read a letter from Glenn Hageman, McMenemy Street, dated <br />September 26, 2005 opposing the development. <br />The City Administrator pointed out that run off from the development <br />must be treated properly and the rate of run off into the wetland cannot be <br />increased as a result of this development.
