Blesener also noted that <br />the proposed lots meet the City's minimum requirements. <br />Blesener read a letter from David Crary, Sunset Court, dated September <br />27, 2005 opposing the development. <br />Dr. Jim Allan, McMenemy Street, asked the length of the segment of <br />pipeline that is proposed to be lowered. Von Riedel indicated that he has <br />the document at his office which gives this information; however, he does <br />not recall the length of the pipe to be lowered. <br />Gardener stated that he did not specifically recall, but estimated Che length <br />at about 150 feet. He noted thaC Magellan is looking to constrain Che <br />construction to the width of Dayspring's Viking Drive loC. Gardener then <br />described how the pipeline would be lowered. <br />Blesener asked if Magellan has experience in lowering pipelines. He also <br />asked if Chere would be additional wear on the pipeline from the bends that <br />would be installed. Gardener replied that Magellan will do the work and <br />they have lowered pipelines in other areas. He did not anticipate <br />additional stress on the pipeline for the bends that would be installed. Von <br />Riedel also noted Chat Magellan will be on site during the entire <br />construction of infrastructure for The Preserve. <br />Clifford Hill, Edgerton Street, expressed concern about the additional <br />traffic to the area from this development as well as the Gervais Hills <br />development currently under construction. Blesener indicated Chat he has <br />walked this area extensively and estimates there are 150 homes as well as <br />two entrance/exiC points into the neighborhood. Blesener did noC feel the <br />addition of 14 homes for The Preserve as well as Che addition of the <br />Gervais Hills homes would have a significant impact on traffic. <br />Jim Allan stated thaC he disagreed. <br />Vance Johnson reported that the Magellan pipeline crosses his property. <br />He further reported that there have been a couple of breaks on his land, <br />and was concerned about contaminated soils. <br />Allan pointed out that a letter from the PCA indicates that any <br />development in this area or the surrounding area would be subject to soils <br />testing. <br />The City Administrator reported that the City's standard development <br />agreement stated that there must be compliance with all State and Federal <br />21 <br />
