MINUTES <br />CITY COUNCIL <br />SEPTEMBER 28, 2005 <br />SCeve Wethern, AE Sign Systems, appeared before the Council and <br />reported that his business does some light sign manufacturing, <br />consisting of cutting plastic and engraving. He has operated this business <br />for the past 18 years from his home under a permit issued by Che City of <br />Maplewood. Wethern noted thaC Planning Commission discussion relative <br />to his proposed pylon sign with electronic reader board. He indicated that <br />it appears to him thaC the cities surrounding Little Canada allow these <br />types of signs. Wethern indicated that it is his understanding that the City <br />has not had a request for this type of sign before. <br />Blesener asked if the surrounding cities allow the messages to flash or <br />scroll, or how often is the message allowed to be changed. <br />Wethern reported that the Federal government has said that a message on <br />an electronic reader board that changes is not considered to be a flashing <br />sign. <br />The City Planner reported that Rose Galleries requested a sign with an <br />electronic reader board. They were told that the sign was allowed by code <br />if the message was changed no more than once per day. Based on that <br />limitation, Rose Galleries decided not to install this type of sign. <br />Blesener asked Wethern how often he would propose to change the <br />message on the sign. Wethern replied that he would Like the message to <br />change every Yx second. However, the message would not be a scrolling <br />message. <br />The City Planner reported thaC the style of wall signs proposed by AE Sign <br />Systems meets the Code as well as architectural standards. He noted that <br />the Planning Commission is recommending approval of the PUD Permit <br />and the Comprehensive Sign Plan for the wall signs. Action was tabled on <br />the pylon with electronic reader board pending additional information on <br />what surrounding cities are allowing. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Blesener, seconded by Montour, Che public hearing was <br />closed. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2005-9-223 -APPROVING THE PUD PERMIT <br />TO ALLOW A SIGN FABRICATING/MANUFACTURNG COMPANY, <br />THE COMPREHENSIVE SIGN PLAN (EXCLUDING PYLON WITH <br />ELECTRONIC READER BOARD), AND ARCHITECTURAL <br />4 <br />
