MINUTES CITY COUNCIL SEPTEMBER 28, 2005 PUD PERMIT, COMPRE- HENSIVE SIGN PLAN, ARCHI- TECTURAL REVIEW - 2768 RICE STREET- AE SIGN SYSTEMS businesses in Little Canada are zoned PUD. Therefore, impact is very limited. The Planner noted, however, that if a B-3 business made application for an interim use permit and could meet the conditions outlined in the ordinance, they would likely be entitled to an interim use permit. Montour expressed concern that this did not become an outdoor storage issue. Keis noted that the interim use permit requires a site plan as well as a limit what can be displayed to the type of merchandise that is sold indoors at the business in question. Blesener felt that there are good controls as part of the proposed Text Amendment. Upon motion by LaValle, seconded by Montour, the public hearing was closed. Mr. LaValle introduced the following resolution and moved its adoption: RESOLUTION NO. 2005-9-222 -APPROVING THE TEXT AMENDMENT TO THE ZONING CODE FOR THE GENERAL BUSINESS (B-3) DISTRICT ALOWING FOR THE OUTDOOR SEASONAL DISPLAY OF RECREATIONAL EQUIPMENT BY INTERIM USE PERMIT AS WELL AS AN INTERIM USE PERMIT ALLOWING JOE'S SPORTING GOODS OUTDOOR SEASONAL DISPLAYS OF RECREATIONAL EQUIPMENT SUBJECT TO COMPLIANCE WITH THE RECOMMENDATIONS OF THE CITY PLANNER AND THE PLANNING COMMISSION, AND SUBJECT TO THE EXPIRATION OF THE INTERIM USE PERMIT ON DECEMBER 37, 2007 The foregoing resolution was duly seconded by Allan. Ayes (5). Nays (0). Resolution declared adopted. Blesener opened the Public Hearing to consider a PUD Permit to allow a sign fabricating/manufacturing company, a Comprehensive Sign Plan, and Architectural Review for 2768 Rice Street, AE Sign Systems. It was noted that the Planning Commission recommended approval of the PUD Permit, Che Comprehensive Sign Plan excepC for the pylon sign with electronic reader board, and the Architectural Review as requested subject to compliance with the recommendations of the City Planner. The Commission has asked that City staff put together a report on whether the surrounding cities allow electronic reader boards including any conditions they might impose on them.
