MINUTIiS <br />CITY COUNCIL <br />OCTOBIrR 17, 2005 <br />The City Administrator outlined the difficulties that Che City has had with <br />Tower Asphalt given that while they are Che prime contractor for the <br />project, they have subbed out the majority of the work. Tower Asphalt <br />has not exercised good controls over its sub-contractors, nor has it <br />managed Che Liming of the project well. The Administrator reported that it <br />has been a struggle for the City Engineer and his Project Inspector to stay <br />on top of the project. <br />Jim Olson reported that at the time of Che improvement hearing, he was in <br />ownership of the common property for the four Viking Drive townhomes <br />that are part of Chis project. In receiving the assessment notice, Olson <br />realized that the common property had not been transferred Co the <br />townhome association. This has now been corrected, and the townhome <br />owners have been informed of the assessment. The present of the <br />townhome association has submitted a formal written request that the <br />assessment be divided equally among the four townhomes in question. <br />Ruesling expressed concern with flooding of the County Road B-2 and <br />Viking Drive intersection as a result of the recent 5-inch storm. The City <br />Engineer explained that due to construction sedimenC controls, flow into <br />the storm sewers was being regulated. Shortly after Che heavy rains, these <br />controls were temporarily removed and the area drained quickly. Once <br />construction is completed, the sediment controls will be removed. <br />Robert Eidsor, 160 County Road B-2, expressed concern about the <br />placement of his mailbox. The City Engineer reported that he would have <br />this checked out to ensure Chat it meets postal regulations. <br />Joel Brown expressed concern about on-street parking in violation of the <br />posted no parking along County Road B-2. The City Administrator <br />indicated that he has contacted the Sheriff's Department and requested that <br />parking regulations be enforced. <br />A resident indicated that he is representing the property owner of the <br />vacant parcel on the south side of County Road B-2 that has only <br />approximately 18 feet of frontage on the streeC. The resident reported that <br />they have discussed the potential for developing this property with some <br />developers. The developers indicated that a wetland delineation would <br />have to be done of this property. Developers are also interested in the <br />potential for rezoning the property Co a higher density use. The resident <br />asked about the potential of reducing or abating the assessment given the <br />questions about its development potential. <br />The City Administrator indicated that the property is currently zoned <br />Single-Family Residential (R-1). If the property were upzoned, the <br />assessmenC would by higher since it would be applied at the commercial <br />3 <br />
