MINUTES <br />CITY COUNCIL <br />OCTOBER 17, 2005 <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0), Resolution declared adopted. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO.2005-IO-246 -ADOPTING THE ASSESSMENT <br />ROLL TOR IMPROVEMENT NO. 2004-I2, COUNTY ROAD B-2 <br />EAST, BYROAD RECONSTRUCTION, CONCRETE CURB AND <br />GUTTER, AND DRAINAGE ENHANCEMENTS AS PROPOSED BY <br />THE CITY ENGINEER <br />ASSESSMENT TERM - IO YEARS <br />INTEREST RATE - 5.75 PERCENT <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />IMP. NO. Mayor Blesener opened the Assessment Hearing for Improvement No. <br />2004-11 - 2004-11, Noel Drive from Little Canada Road to LaBore Road by <br />NOEL DRIVE street reconstruction including concrete curb and gutter and drainage <br />enhancements. <br />The City Administrator apologized to the Noel Drive property owners for <br />the delays and inconveniences that resulted from this road improvement <br />project. He attributed many of the problems to not only weather, but also <br />the fact that the contractor subbed out most of the work and did not have <br />good control over the subs and construction schedule. Blesener also <br />apologized to the property owners on behalf of the entire Council. <br />The City Engineer acknowledged that the project did not go as smoothly <br />as it should have. He reported that the contractor is finishing up the <br />restoration of boulevards as well as the rain water gardens. The Engineer <br />reported that planting soils have been put in place, the gardens need to be <br />mulched and planted. He estimated that Chere were still three weeks to get <br />the gardens planted. Any seeding or rain water plants that do not make it <br />through the winter will be replaced in the spring. The Engineer indicated <br />that the final lift of blacktop will be put on the street in the spring. <br />The City Engineer reviewed the project costs reporting that estimated <br />actual costs are $570,000.00 and actual assessable costs are $325,585.23, <br />both of which are below the feasibility estimates. . <br />
