MINUTES <br />CITY COUNCIL <br />NOVEMBER 9, 2005 <br />The second option would involve a portable generator that could be <br />moved around and utilized as the need exists. A generator connection <br />would be installed at the City Center at a cost of approximately $14,000. <br />If the City Center were needed as an EOC, then the portable generator <br />would be brought over and hooked up. While this option provides more <br />flexibility for generator usage, there would be a slight delay in getting the <br />EOC operational as the generator would have to be brought over to the <br />City Center and connected. <br />The City Administrator note that in addition to the 100 kW generator that <br />could be utilized to operate an EOC at the City Center as well as our larger <br />lift stations, Public Works is recommending the purchase of a 15,000-watt <br />generator to provide better coverage during emergency power outage <br />situations. Additionally, Public Works is suggesting research be done on <br />planning for the mobilization of additional generators through a rental <br />agreement or mutual aid agreement in the event of a major disaster that <br />would necessitate widespread need within Che City to operate sewer and <br />water systems. <br />The City Administrator noted that the City has been fortunate over the <br />years in having not been the site of a catastrophic event. He also noted <br />that depending on the circumstances, a slight delay in getting an EOC <br />operational may or may not be a problem. He asked the Council for <br />direction on the issue of either a permanent generator at the City Center, or <br />installation of a generator connection so a portable generator could be <br />brought in for EOC purposes. <br />The Council discussed this issue in detail and the consensus was that a <br />connection at the City Center and the use of a portable generator for EOC <br />purposes would provide the most flexibility in responding to various <br />emergency scenarios. It was noted that there should be coordination of the <br />various generator connections so thaC there is compatibility with the <br />various pieces of equipment that will ultimately be utilized. The Council <br />also suggested that Public Works and other staff, as determined <br />appropriate, should be trained in the connection of these generators at key <br />locations. <br />The City Administrator indicated that City staff will bring back to the <br />Council a formal recommendation, including quotes, for the generator <br />connection at the City Center, and the purchase of portable generators as <br />discussed in the Public Works Superintendent's report. <br />CITY CENTER The Council reviewed the Park Maintenance Supervisor's report <br />WINDOW dated November 3, 2005 relative to the need to replace four windows <br />REPLACEMENT in the City Center building that are rotted. <br />
