MINUTES <br />CITY COUNCIL <br />NOVEMBER 1G, 2005 <br />The next category discussed was "Park Development". Leatherman asked <br />if the City was planning a referendum or if there were tax increases <br />necessary for any of the contemplated park improvements. Glaser replied <br />that a referendum or tax increase was not being contemplated, and noted <br />that the City is reworking its Park Master Plan, therefore, would like to <br />gauge the feeling of the community on the projects listed in the minutes. <br />The consensus was to include questions on the development projects <br />listed, excluding, however, the potential purchase of excess 623 School <br />District property given that the City had no specific plans for how it would <br />utilize this property. It was also noted that there may be private interest in <br />the acquisition of this parcel. Glaser suggested that a question be added <br />about a disc golf facility as well as an open ended question about other <br />facilities that residents are interested in. Leatherman suggested a question <br />asking residents abouC facilities they use in other cities. LaValle noted <br />that some of the City's recreational programs are combined with <br />neighboring cities, which will likely be reflected in survey results. It was <br />also the consensus to include questions about how often facilities are used <br />and what time of the year they are used. With regard to trails, this will <br />lead into a question about the continued plowing of hails during the <br />winter. <br />The "E-Commerce/Technology" category was next reviewed with the <br />group agreeing that questions should be included on the use of the WEB <br />site, payment of bills on line, receipt of City information via broadcast <br />email, as well as other features that residents would like to see. <br />Leatherman suggested a question asking residents if they would be willing <br />to pay a fee for the convenience of bill paying on-line. <br />The consensus was to eliminate the category related to the City's <br />"Assessment Policy" given that it is unlikely the policy would be changed. <br />"Code Enforcement" was next discussed and in addition to the code <br />enforcement questions asked in the 1995 Survey, it was the consensus to <br />include a question on signage (temporary, real estate signs, etc.). <br />Those present discussed "RV Parking, Boat, Outdoor Storage Issues". <br />The purpose of this category is to determine how residents feel about the <br />outdoor storage of these types of items. <br />"Winter Parking Ban" was discussed with the consensus that questions be <br />include about a winter parking ban as well as a year round parking ban <br />that would prohibit overnight parking on City streets from 2 a.m. to 6 a.m. <br />"Housing Maintenance Code" category was discussed, with Leatherman <br />indicating that he will draft some questions for further review. <br />
