LaValle felt a tattoo <br />parlors was more properly located in a strictly business area such as the <br />Market Place Shopping Center, for example. Again, it was noted that it <br />will take four votes of the Council to approve a Text Amendment. <br />Keis stated that he agreed with LaValle's comments that the location was <br />not a good one. He also expressed concern about the lack of licensing and <br />inspection requirements for tattoo parlors. Keis fe1C there was still a little <br />bit of a stigma associated with tattoo parlors, but suggested that a good <br />share of the 18 to 30 year old age group have tattoos. Keis asked what <br />would be the best location for a tattoo parlor if the City were to allow that <br />business. <br />The City Planner suggested that the City could define a specific zoning <br />district in which tattoo parlors would be allowed by Conditional Use <br />Permit. The zoning district could also include specific conditions such as <br />distance separations from such uses as residential, schools, etc. The <br />Planner noted that the bulk of property along Rice Street is zoned PUD, <br />therefore, another option would be to allow tattoo parlors in the PUD <br />District rather than the B-3 District. <br />Blesener suggested that the Text Amendment before the Council this <br />evening be acted on, and that the City Planner then study the issue and put <br />together a recommendation on the best way to address the location of <br />tattoo parlors in the Ciry. Blesener stated that if the City then receives <br />another request, it will be prepared with this information. <br />Keis again noted the issue of licensing and inspection of Cattoo parlors. <br />Keis was concerned about ensuring that tattoo parlors are operated in a <br />sanitary manner. Allan stated that she shared this concern, noting the <br />intensive inspections that are done of medical facilities and the lack of <br />inspection of tattoo parlors. Allan felt that the State should license and <br />inspect tattoo parlors, and noted that if the City does the licensing, it will <br />also be responsible for the public health inspections. The City currently <br />has no staff trained in the field of public health inspections. Blesener <br />suggested that any tattoo parlor license fee adopted by Little Canada <br />would have to cover the cost of public health inspection. <br />Allan again noted the need for public health inspections of tattoo parlors <br />given the potential for the spread of infectious diseases. Blesener <br />suggested that City staff contact Little Canada's State Senator and <br />Representative as well as its County Commissioner on the need for the <br />licensing and inspection of tattoo parlors. <br />LaValle suggested that the City Planner look at how other cities address <br />this use with regard to location, licensing fee, etc. <br />
