MINUTES <br />CITY COUNCIL <br />NOVEMBER 23, 2005 <br />Lisa Fuller, Australian Avenue, reported that she grew up in the <br />communiCy and has chosen to raise her two young children in Little <br />Canada because of the family values that are present here. Fuller stated <br />that she strongly opposes the tattoo parlor. She noted that one of the <br />criCeria for Che Text Amendment is that Che applicant must demonstrate <br />that his business will not depreciate property values in the area. Fuller <br />indicated that the property owners in the area are not convinced that their <br />property values will not be negatively impacted. <br />Fuller noted the discussion at the Planning Commission about the stigma <br />attached to tattoo parlors. Fuller asked what is the cause of that percepCion <br />and why does it exist`? She noted Che statement in an email Chat was sent <br />in support of Mr. Heffron that indicated the sender looked for two years to <br />find a tattoo arCisC like Mr. Heffron that was a Christian, wasn't obsessed <br />with death and destruction, and lived a clean life style. She also noted <br />another statement in that same email that indicated a lot of tattoo shops are <br />all about ultimately bad Chings like rebellion, bad loud music, and full of <br />rather socially unlikable people. <br />Fuller noted that a tattoo parlor is a destination-Cype business, therefore, <br />could operate in a business zone that was not surrounded by a residential <br />neighborhood as this location is. Fuller noted that Heffron himself <br />indicated aC the Planning Commission meeting, Chat he would agree with <br />the neighborhood's concerns if he were proposing his business on the <br />south end of the building rather Chan the north end. Fuller noted ChaC Che <br />difference in location is only a matter of feet. <br />Fuller pointed out that there is a school bus stop less Chan a block firom the <br />proposed tattoo parlor, and that is a concern for the neighborhood. In <br />addition to the bus stop, there are children in the area that walk and ride <br />bikes and enjoy their neighborhood. Fuller noted the adage that it takes a <br />village to raise a child, and the neighborhood is looking for positive <br />influences for the children that live there. Fuller stated ChaC whether the <br />tattoo parlor is a real or perceived threat, the neighborhood feels it <br />threatens its values and way of life. Once a Text Amendment is approved <br />to allow tattoo parlors, Fuller noted that the City will not be able to <br />discriminate between operators of these businesses. Fuller stated that she <br />applauds Heffron's effort to spread his ministry, but cannot support the <br />Text Amendment since not all operators would have Heffiron's intentions. <br />Given Heffron indicated Chat 80% of his clientele are repeat customers and <br />referrals, Fuller felt this specific location is not crucial to Heffron's <br />business. <br />Fuller asked that the Council consider the neighborhood's values and <br />preserve iCS way of life. She noted that the decision the Council makes <br />will significantly influence their quality of life. <br />5 <br />
