MINUTES <br />CITY COUNCIL <br />NOVEMBER 23, 2005 <br />LaValle stated that he did not support the Text Amendment, and noted that <br />without it, the CUP request is moot. <br />Dave Frison, Rose Place, reported that he grew up in Little Canada and <br />agreed with statements about the tremendous quality of life in Che CiCy. <br />Frison stated that he opposed the tattoo parlor, noting that he has nothing <br />against Mr. Heffron. Frison felt thaC this was not the right location for this <br />business. He, too, pointed out the many children in the neighborhood who <br />wait for the school bus near this location as well as utilize the sidewalk <br />along Lakeshore Avenue. Frison pointed out that the City has put a lot of <br />money into redoing Little Canada Road, and felt that a tattoo parlor did <br />not fit the image of what the City is trying to do in this area. <br />Rocky Waite, Lakeshore Avenue, stated that he was opposed to the tattoo <br />parlor, and asked the CiCy Co Cake Lighter control of this corner. Waite <br />indicated that he has asked City staff for the history of the rezoning of this <br />property, noting that at one time it was zoned residential. Waite stated <br />that he was not sure the property was rezoned properly. Waite indicated <br />that when the shopping center was first constructed, the businesses that <br />were located in thaC center closed at 5 p.m., which he felt was more <br />appropriate given the center's location adjacent to a residential <br />neighborhood. Waite also expressed concern with the flood lights that are <br />on top of the shopping center building and their impact on the homes <br />across the street. Blesener suggested that Waite work with the City <br />Administrator on the issues of concern he has raised. <br />Karis Heffron stated that she did not understand how the location of a <br />tattoo parlor at 2760 Lakeshore Avenue would change the values of the <br />neighborhood. Heffron felt that values are instilled and noC impacted by <br />the location of a business in a neighborhood. <br />A member of the public spoke in support of Mr. Heffron and felt that he <br />would operate a good business in the City. <br />Blesener noted that the concern is not with Mr. Heffron personally, buC <br />rather with amending Che code to allow tattoo parlors in the City. Once <br />the code is amended, tattoo parlors would be allowed, and the City would <br />have to grant CUP's to any operator that could meet the conditions <br />outlined in the code. Allan agreed, and noted that amending the code to <br />allow tattoo parlors opens the door to any tattoo parlor that wants to locate <br />in Little Canada. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />
